
Executive Director, Ambulance, Emergency Care and Access

The Executive Director, Ambulance, Emergency Care and Access is responsible for leading, overseeing and monitoring efforts to support the delivery of timely emergency care. The role also has a key focus on improving flow across the entire healthcare system and is responsible for managing the department's relationship with Ambulance Victoria and health services with respect to access to emergency care.
Reporting directly to the Deputy Secretary, the successful candidate has close working relationships with the Secretary of the department and the Minister for Health and Minister for Ambulance Services. The Executive Director will also be expected to lead a group of enabling functions to deliver on the division's strategic priorities. These relate to people and culture, ways of working, and internal performance and insights.
The role will engage with colleagues across the division and department, as well as stakeholders and experts within and beyond government, including service providers, the workforce, consumers and carers throughout policy development and problem solving.

About You
- The Executive Director, Ambulance, Emergency Care and Access is accountable for a dedicated branch and leading, overseeing and providing authoritative advice and expertise in regard to the delivery of timely emergency care. This includes the commissioning, reform and continuous improvement, as well as performance management, of ambulance services across Victoria, the delivery of the Timely Emergency Care Program and other efforts to support timely access to emergency care including the Victorian Virtual ED initiative.
- Lead and oversee the Ambulance, Emergency Care and Access Branch in driving continuous improvement to support timely access to emergency care, as well as responding to immediate and enduring operational challenges impacting the safety and timeliness of services.
- Demonstrate and be accountable for effective commissioning, performance monitoring and reform of ambulance services and emergency healthcare to deliver improved operational, staff and patient outcomes.
- Lead and be accountable for the delivery of ambulance service and emergency response-related government priorities and election commitments.
- Lead critical senior executive stakeholder engagement with internal and external stakeholders, including Ambulance Victoria's executive and Board, health services, unions and senior internal stakeholders to optimise departmental outcomes, including partnerships across government and with Ambulance Victoria as well as other health service providers.
- Lead and oversee complex integrated service delivery and initiatives across the health system to respond to ambulance service and emergency department demand and support performance.
- Oversee and provide authoritative advice to the Minister for Health, Minister for Ambulances Services and senior departmental executives on the continuing development and enhancement of the delivery of emergency care and ambulance services.
