Overview

We are seeking a highly experienced Procurement and Contract Manager (m/f/d) for a Technical Advisory program for OSE in Athens, Greece. The role involves overseeing purchasing activities and contract negotiations for Greek Railways, collaborating with DB E&C team members and the client OSE. The focus is on ensuring efficient and cost-effective procurement of goods and services.

Responsibilities
  • Review and enhance legacy purchasing and contract management policies to meet European standards.
  • Implement procedures to prevent fraud in procurement through transparency and compliance.
  • Develop and execute plans to optimize procurement considering cost, quality, and delivery timelines.
  • Manage relationships with suppliers to ensure quality, timely delivery, and favorable contractual terms.
  • Negotiate contracts to secure optimal prices and terms, ensuring legal and company policy compliance.
  • Identify procurement risks and develop mitigation strategies.
  • Monitor procurement metrics, analyze data, and report on performance to identify improvements and savings.
Qualifications
  • University degree in law, finance, business management, or related field, with relevant professional experience.
  • Experience with European procurement law, especially in infrastructure projects funded by international finance institutions.
  • Minimum of 10 years of relevant experience.
  • Project management certification (e.g., PMP) is a plus.
  • At least 5 years of leadership experience.
  • Strong intercultural communication and moderation skills.
  • Ability to work independently and collaboratively.
  • Fluency in English; German and Greek are advantageous.
  • Familiarity with Greek administrative standards.
