Overview

Senior Strategic Consultant – Government Corporate Planning

Executive Consulting Group (ECG) is expanding its contractor network to deliver high-impact local government projects across Queensland. We are seeking an accomplished Senior Consultant to partner with us on a major 10-Year Corporate Planning engagement.

About the Project

This assignment will require a consultant who can:

  • Facilitate up to three workshops with elected officials and executives to shape the vision, mission, strategic priorities, and performance indicators
  • Design and guide a fit-for-purpose community engagement approach, leveraging existing events and outreach channels
  • Draft a contemporary Corporate Plan aligned to legislative, financial, and asset management frameworks
  • Produce a professionally designed plan supported by summary and advocacy materials

The project will run from October 2025 to March 2026, with the consultant expected to facilitate workshops, support engagement activities, and attend several review meetings (a blend of in-person and virtual) during drafting and refinement.

Timeline
  • October 2025 – Mobilisation and planning with the project lead
  • Nov–Dec 2025 – Councillor workshops and community engagement activities
  • Jan–Feb 2026 – Drafting, feedback cycles, and refinement
  • March 2026 – Final design, endorsement, and publication

We are seeking a senior professional with:

  • A strong track record in developing corporate or strategic plans within government or public sector contexts
  • Demonstrated facilitation expertise with elected members and executives
  • Depth in governance frameworks, performance models, and strategic planning
  • The ability to produce engaging, well-designed strategic documents
  • Experience balancing aspirational direction with practical implementation
