URC is seeking a full-time, remote within Australia (Canberra preferred), Team Leader for an anticipated contract for establishing a Quality and Technical Assurance Group (QTAG) for the DFAT Climate Resilient Communities (CRC) Program. The Team Leader will oversee the overall performance, coordination, and delivery of QTAG activities, ensuring that all output, including scheduled and on-demand technical assistance, are delivered to a high standard of quality, on time, and within budget. They will guide the QTAG in delivering strategic oversight, annual performance assessments, and learning-oriented reviews of CRC activities, liaise closely with DFAT's CRC Secretariat and Support Unit, and facilitate ongoing strategic dialogue on performance, adaptation, and learning.
Key Responsibilities
- Lead and coordinate a multidisciplinary QTAG team.
- Design and deliver annual performance assessments aligned to DFAT's Performance Assessment Framework.
- Facilitate annual strategy testing workshops and regular learning engagements.
- Provide strategic insights into program design, governance, and performance.
- Review key documentation including investment plans, workplans, MEL frameworks, IMRs, and performance reports.
Required Skills And Experience
Minimum 10 years of experience in international development, with significant work in DFAT or equivalent donor contexts.At least 5 years of experience in Monitoring, Evaluation, and Learning (MEL) for complex, multi-country programs.Experience with donor-funded programs in the Indo-Pacific. DFAT-funded experience would be preferred.Proven leadership experience, including leading diverse and geographically dispersed teams remotely.Demonstrated ability to facilitate participatory workshops and learning events.Strong writing skills with a proven track record of producing high-quality reports and policy papers in English.Experience in climate change resilience and / or GEDSI integration are highly desirable.Advanced stakeholder engagement, political acumen, and interpersonal communication skills.Knowledge of DFAT development policies, frameworks, and reporting systems is essential.Strong understanding of DFAT's policies including :Australia's International Development PolicyPerformance and Delivery FrameworkEnvironmental and Social Safeguards PolicyInternational Gender Equality StrategyDisability Equity and Rights StrategyExcellent cross-cultural communication and research skills.Commitment to locally led development and equity.Ability to work independently while meeting deadlines in a distributed, virtual team environment.Seniority level
