We are seeking a talented and driven individual to join our dynamic Technology Operations team. As a team member, you will play a pivotal role in working with our business and helping to support and provide engineering services to the digital platform. About the Opportunity

The Head of Commercial Program Delivery leads innovation-focused initiatives that generate new revenue and support VicRoads' "Build a Strong Business" strategy by commercialising data and launching value-added services. Partnering with the product team, this role drives go-to-market execution across B2B and B2C models, requiring expertise in commercial strategy, innovation, financial management, and stakeholder engagement. It also leads a multidisciplinary team and mobilises cross-functional resources to deliver complex, high-impact programs with both strategic and hands-on leadership.

Strategic Delivery Leadership: Lead the delivery of product-led commercial initiatives that generate new revenue and value. Drive programs that commercialise data, launch innovative services, and enable go-to-market execution. Embed a pragmatic, outcomes-driven approach aligned to strategic commercial goals.Executive and Commercial Stakeholder Engagement: Build strong relationships with internal teams (product, legal, marketing, technology) and external stakeholders to shape and deliver commercial offerings. Represent programs in executive forums and decision-making bodies.People Leadership and Team Culture: Lead a layered team structure with direct reports and functional leads. Foster a collaborative, innovative, and accountable culture focused on delivering commercial outcomes, supporting capability development.Lean Resource Allocation: Deliver programs efficiently using a lean delivery model. Mobilise and scale resources to meet opportunities, supporting agility.Portfolio Planning and Performance: Shape a delivery roadmap aligned with product strategy and enterprise goals. Oversee planning, risk management, delivery performance, and benefits tracking, with strong reporting and insights.Commercialisation and Go-to-Market Enablement: Collaborate with product and marketing teams to plan and support service launches, ensuring teams understand commercial imperatives and customer value.Financial and Commercial Oversight: Manage budgets, financial tracking, and ROI reporting. Ensure initiatives are cost-effective and aligned with targets, influencing investment decisions through financial analysis.

About you

You are a strategic, commercially minded transformation leader with over 10 years of experience managing complex, multi-stream programs across digital, operational, and commercial domains. You have a strong foundation in project and program management (e.g., PMBOK, Prince2, MSP, SAFe) and a disciplined yet innovative approach to change and value delivery.

You have proven experience in the commercialisation of data, digital services, and products, with a deep understanding of go-to-market strategies for B2B and B2C. Your financial skills include ROI analysis, budgeting, forecasting, and managing large portfolios.

Your leadership is grounded in integrity and ethics. You take ownership of implementing frameworks like Fraud and Corruption Control and foster an ethical culture within your teams.

You have led high-performing, multidisciplinary teams in fast-paced, matrixed environments and built strong relationships with senior stakeholders across functions. You are familiar with modular architecture, legacy remediation, and digital product launches.

Technically, you're proficient in Agile, Waterfall, and hybrid methodologies, and skilled in tools like Jira, Confluence, and MS Office. Experience with Workday and government or regulated markets is advantageous.
