Capstone is proud to partner with Development Victoria, the Victorian Government's development arm, in the search for an outstanding leader to drive its ambitious housing portfolio.

Development Victoria's projects transform Victoria's Skyline and strengthen its social and economic fabric.

The Opportunity

Lead Development Victoria's Housing portfolio, providing strategic and commercial leadership aligned with the organisations objectives. The portfolio includes 5000+ dwellings across the spectrum of product typologies – land, townhouses and apartments. Whilst the portfolio includes projects where Development Victoria is developing itself, it also includes projects such as Kew where Development Victoria will partner with the private sector to deliver apartments.

You will represent DV as the developer of choice for government by delivering high-quality, sustainable, and commercially viable housing projects in collaboration with internal teams and senior external stakeholders and the development industry.

Key Responsibilities

• Drive the delivery of housing projects aligned with financial, strategic, and policy objectives
• Represent DV at senior levels across government, industry, and community, acting as a key ambassador
• Contribute to executive leadership, strategy, and organisational culture
• Lead high-performing, multi-disciplinary teams to deliver complex housing developments
• Oversee project governance, financial planning, feasibility, and risk management
• Build strong stakeholder relationships and contribute to policy development
• Promote innovation and sustainability in housing outcomes
• Manage talent development, succession planning, and team performance
• Champion stakeholder engagement strategies that align with DV's strategic goals

What you bring

• Tertiary or higher qualification in a relevant field such as property, valuations or similar
• At least 10 years of proven leadership of multidisciplinary teams across full project life cycles
• Strong networks and stakeholder engagement skills across government and industry
• Deep understanding of government policy, and economic drivers to deliver successful projects
• Strong commercial acumen and ability to optimise project outcomes
• Demonstrated success delivering high-profile, complex projects
• Strong capability in managing complex stakeholder relationships and influencing
• Expertise in financial, commercial, risk, and contract management, with excellent communication and negotiation skills
• Candidates who have managed a portfolio of projects across various product typologies will be considered highly
