Senior Consultant at Chi Square Economics

Regulatory Economist - competitive salary - Sydney, Australia (hybrid)

A rapidly growing boutique consulting firm is seeking a Regulatory Economist to support upcoming project work with regulated utilities, government bodies, and infrastructure organisations. This role focuses on regulatory strategy, bringing regulatory proposals together by working with businesses to identify requirements and ensuring all material meets the required standard. The emphasis is on shaping and delivering effective regulatory proposals, while also providing strategic advice, analytical modelling, and evidence-based insights at the intersection of policy, regulation, business strategy, and consumer outcomes.

The successful candidate will work on regulatory submissions, policy reviews, and investment justifications, ideally working on transmission networks. This is an opportunity to contribute to meaningful, high-impact work while collaborating closely with industry stakeholders.

Key Responsibilities
  • Develop and maintain economic models and financial forecasts to support regulatory submissions, including capital expenditure proposals and cost-of-service frameworks
  • Prepare regulatory proposals, board papers, and business cases, communicating complex economic concepts clearly
  • Navigate regulatory frameworks and ensure compliance with information and reporting requirements
  • Conduct policy and regulatory research, identifying emerging trends and risks across electricity, water, gas, and infrastructure sectors
  • Present findings and recommendations to senior stakeholders including regulators, corporate clients, and advocacy groups
  • Co-author thought leadership content on regulatory and economic developments
  • Collaborate in a small, specialist team, contributing to capability building and knowledge sharing
Key Skills
  • Degree-qualified economist with Bachelor's/Master's in economics, finance, policy analysis, or related discipline
  • Experience in regulatory economics, ideally in utility networks, infrastructure, or government-regulated sectors
  • Experience preparing regulatory submissions or expenditure justification documents for decision-makers
  • Ability to lead regulatory strategy - working with businesses to identify requirements, shaping proposals, and ensuring material meets the required standard, rather than preparing expert reports
  • Exceptional analytical thinking and ability to identify commercial, policy, and consumer implications
  • Excellent communication skills, with the ability to present complex information to technical and non-technical audiences
  • Proactive and collaborative, with experience contributing in small-team environments
