The Victorian Institute of Teaching (VIT) is seeking applications to fill a 2-year fixed term, full-time vacancy as Education and Compliance Manager in the Teacher Engagement and Registration branch.

The role will report to the Director , Teacher Engagement and Registration
Salary is commensurate with a VIT Officer Grade 6 .1

About the role

The Education and Compliance Manager will be required to

effectively partner with regulated entities and internal stakeholders to deliver strategic and operational outcomes
collect and report on program data and key strategic and operational issues.
develop proportionate and risk-based operational solutions in line with VIT's Regulatory Approach
provide leadership, direction and support to staff implementing operational policy and support functions for new and existing regulation.

Key accountabilities

The Manager, Education and Compliance will be required to

develop, implement, and monitor a risk-based business plan for Education and Compliance
design and coordinate the delivery of education programs to key external stakeholdersaround teacher registration obligations, including the obligations under the Code of Conduct
design and implement risk-based compliance monitoring programs to ensure compliancewith registration obligations
effectively partner with regulated entities and internal stakeholders to deliver strategic andoperational outcomes
collect and report on program data and key strategic and operational issues. Developproportionate and risk-based operational solutions in line with VIT's Regulatory Approach
coordinate and/or provide specialist advice on the development of key policies andprocedures within the Teacher Engagement and Registration Branch
demonstrate accountability for the achievement of team objectives, in line with VIT's vision,purpose strategic plan and agreed business plans
mentor staff and build team capacity through coaching and development
provide leadership, direction and support to staff implementing operational policy andsupport functions for new and existing regulation
undertake other duties as directed by Director Teacher Engagement and Registration Branch.

Delegations and responsibilities

Manage a team of three staff including one x grade 5, one x grade 4, one x grade 3.

Key selection criteria

Knowledge and skills

strong knowledge of risk-based regulatory practices and processes, particularly as they relate to compliance monitoring, compliance based investigations and assisting stakeholders to comply
demonstrated leadership abilities, including building a shared sense of direction, clarifying priorities, identifying and responding proactively to strategic issues
excellent organisational awareness and an ability to translate this into effective risk management practices across a team
strong capacity in written, verbal and presentation skills. The ability to present complex and complicated information for a range of internal and external stakeholders, including stakeholder presentations (face to face and online), reports and briefings as required
demonstrated operational and change management skills and the ability to motivate others to meet agreed outcomes.

Qualities

ability to drive positive and innovative team culture and promote staff development
demonstration of the VIT behaviours and Victorian public sector values, behaving in a principled and respectful manner at all times and an ability to work collaboratively across all levels of the organisation
a relevant qualification in public administration or management is desirable
management experience leading the delivery of risk-based compliance frameworks in registration/licensing in a regulatory environment is required.
