Overview We are seeking a highly experienced Procurement and Contract Manager (m/f/d) for a Technical Advisory program for OSE in Athens, Greece.
The role involves overseeing purchasing activities and contract negotiations for Greek Railways, collaborating with DB E&C team members and the client OSE.
The focus is on ensuring efficient and cost-effective procurement of goods and services.

Responsibilities Review and enhance legacy purchasing and contract management policies to meet European standards.
Implement procedures to prevent fraud in procurement through transparency and compliance.
Develop and execute plans to optimize procurement considering cost, quality, and delivery timelines.
Manage relationships with suppliers to ensure quality, timely delivery, and favorable contractual terms.
Negotiate contracts to secure optimal prices and terms, ensuring legal and company policy compliance.
Identify procurement risks and develop mitigation strategies.
Monitor procurement metrics, analyze data, and report on performance to identify improvements and savings.
Qualifications University degree in law, finance, business management, or related field, with relevant professional experience.
Experience with European procurement law, especially in infrastructure projects funded by international finance institutions.
Minimum of 10 years of relevant experience.
Project management certification (e.g., PMP) is a plus.
At least 5 years of leadership experience.
Strong intercultural communication and moderation skills.
Ability to work independently and collaboratively.
Fluency in English; German and Greek are advantageous.
Familiarity with Greek administrative standards.
