THE ROLE
An exciting opportunity exists for a committed and passionate individual to join the Office for Youth as a Senior Policy and Project Officer.
This role will primarily be responsible for managing key funded initiatives to strengthen youth engagement, build social cohesion and support families and communities to build protective factors against youth disengagement and its consequences.
You will also work across a variety of areas in the Youth portfolio to provide high quality strategic analysis and policy advice from a whole of government perspective to the Minister for Youth, the Secretary and Senior DFFH executives.
We are seeking a candidate who is flexible, well organised and a supportive team player who can build relationships across government and community sectors, young people and with community members.
The ideal candidate will demonstrate strong policy and analytical skills, a strong understanding of program management, monitoring and outcomes measurement, along with an interest in the issues impacting young people across Victoria.
This role oversees the delivery of programs in the Community Support and Coordination team, including the Living Learning program which consists of two components:
a Partnership Addressing Disadvantage (PAD), an innovative social impact investment (also known as a Social Impact Bond) where the level of payment to the service provider is based on real outcomes achieved over time
an Early Investment Intervention Framework initiative, which also includes an innovative Payment by Results model.
The Living Learning program supports young people aged 15 – 24 who experience mental health conditions and are not engaged in education, employment or training to re-engage in education at the Hester Hornbrook Academy, an independent school operated by Melbourne City Mission.
This role will work closely with Melbourne City Mission, the Department of Treasury and Finance (DTF) and other key stakeholders to ensure high quality implementation, effective outcomes measurement and support a long-term evaluation of the program.
This role also works across the Community Support and Coordination team and broadly within the Office for Youth to drive stronger impact measurement across a range of youth-focused early intervention and prevention initiatives.
This includes working collaboratively with program managers across the branch to support high quality outcomes data collection, analysis and reporting.
ACCOUNTABILITIES INCLUDE
Manage programs, including lead on Living Learning, and oversee all stages of the program lifecycle, developing business cases, managing grant payments, coordinate program governance and reports, establishing strong relationships with funded stakeholders to support ongoing monitoring and evaluation processes.
Initiate and maintain strong working relationships with stakeholders from other branches within DFFH, other Government departments and non-Government organisations to support program implementation and policy development.
This includes managing the relationship with Melbourne City Mission, DTF, the Department of Health and other key stakeholders to ensure effective and coordinated delivery, monitoring and evaluation of the Living Learning program.
Coordinate project governance for the Living Learning and report the key workings back to the department and government.
