The Opportunity Moonee Valley City Council (Council) is seeking expressions of interest for a suitably qualified Independent Member to join our Audit and Risk Committee (the Committee), commencing December 2025.
Council has developed our long-term plan MV2040 to guide our efforts in continuing to make Moonee Valley a great place to live, work and play for current and future generations.
The Committee supports this plan by providing oversight and advice to Council regarding strategic risks and the continuous improvement of the organisation through assurance activities.
In order to build a city that is Fair, Thriving, Connected, Green and Beautiful, the Committee ensures that legislative requirements for risk and governance are met across services delivered which in turn delivers optimal outcomes for the community and high levels of trust.
The Committee is an independent advisory Committee established to assist Council to discharge its responsibilities under the Local Government Act 2020.
In accordance with the Audit and Risk Committee Charter, the Committee provides oversight of Council's assurance processes and assistance in the areas of risk, financial management, audit, compliance and corporate governance.
The Committee comprises four independent members and three Councillors who meet quarterly with Council's executive management, internal and external auditors.
Committee members collectively hold a broad skillset, including, but not limited to : public sector experience, risk, financial management, audit, compliance, corporate governance and cyber security expertise.
While not mandatory, the Council is particularly interested in applications from those who have experience in Clinical Governance, preferably in the context of maternal and child health or in-home care for older adults and people living with a disability.
Key selection criteria The successful candidate will : Hold relevant professional qualifications and experience in at least one of the Committee's areas of responsibility such as : finance or accounting, legal, risk management, audit and compliance, cyber security, corporate governance, clinical governance or human resources; Demonstrate understanding and knowledge of local government as well as the expectations and role of the Committee.
Demonstrate knowledge of legislative, regulatory and industry standards applicable to government agencies and / or large business enterprises; Understand current and emerging risks and best practice control strategies relevant to Victorian local government agencies; Have experience working in a complex organisation at a senior level with demonstrated business acumen; Demonstrate high level communication and interpersonal skills, including the ability to work constructively as a member of the Committee; Demonstrate independence of mind including the ability to constructively ask the 'hard' questions when necessary; Have strong ethical values, sense of integrity, and the ability to enquire and give direct and honest opinions that promote best practice; Be independent from Council's operations; and Be able to attend meetings in person at Council's Civic Centre – Moonee Ponds, Victoria.
Meetings are quarterly with provisions for special meetings as required.
Having prior experience on an Audit and Risk Committee in a local government environment would be highly regarded.

Remuneration An independent member will receive a fee per committee meeting which includes preparation for and attendance at meetings and is inclusive of travel.
Currently, this fee is $2,117.00 (excluding gst) per meeting.
For the Chairperson the fee is currently $3,142.00 (excluding gst) per meeting, which includes preparation for and attendance at meetings and is inclusive of travel.
This fee will be negotiated with the successful Chairperson subject to their skills and expertise.
