This role will contribute to BMCC's ability to deliver sustainable and continuously
improving WH&S outcomes by developing and maintaining a capability that learns
from safety-related incidents, gains insight into current safety practices, communicates
learnings to the business, and generally fosters a culture of safety throughout the
Council.
This position is designed to be strongly field-based, focusing on review/assistance and
training in WH&S practices and Council WHS system requirements. This role will also
play a major part in team building and communicating with service units throughout
the council. The incumbent will need strong and open communicative skills and be
able to handle conflict resolution and situations as they arise in a professional manner.
The incumbent will also need to be able to work autonomously and make effective and
relevant WHS decisions and provide WHS advice to field staff.

You will ensure compliance with WHS obligations and responsibilities as outlined in
Councils policies and procedures and under the relevant WHS legislation. These

include but are not limited to:

  • implementation of policies, procedures and work practices within your relevant
portfolio and provision of sufficient resources to ensure compliance with WHS
legislation;
- ensuring duty of care through keeping updated on relevant WHS and well
- being matters within your relevant portfolio;
- ensuring incidents, hazards, risks and well-being are understood, minimised

and managed effectively in a timely manner within your relevant portfolio
including escalation of issues where appropriate;
- the provision of advice, support, equipment and training to staff members to

enable compliance with Councils WHS policies and WHS legislation.

Management Plan and Policy, and all other BMCC policies and procedures.

KEY RESPONSIBILITIES

Inspections and Assessments
Working closely with other members of the Work Health and Safety (WHS) and other
BMCC directorates, develop and maintain comprehensive, council-wide safety risk
assessments, which identify and provide control for any higher risk work practices and
locations found in council;

  • Coach key personnel in the business on the conduct of workplace safety risk
assessments;

  • Conduct inspections of safety practices and compliance in higherrisk areas of
the council and assess the effectiveness of their hazard identification and
control systems;

  • Coach key personnel on the identification of safety hazards and their reporting
to the Work Health and Safety team and/or to their workplace consultative
committees.

Investigations
Coordinate, conduct and oversee the investigation of safety incidents by:

  • Documenting a framework for the investigation of safety incidents.
  • Ensuring that all process documents and tools in for safety investigation are up
- to date and remain 'fit for purpose'.
  • Conducting investigations into more serious safety incidents in accordance with
- the BMCC's safety investigation framework.
  • Conducting root cause analysis of safety incidents and identify relevant
- findings, recommendations and management actions.
  • Providing the results of investigations (actions and findings) to the Manager
Safety and Hazardous Materials / Director of area involved (or delegate), and
into the Incident reporting system for review, analysis and reporting purposes.

Analysis and Reporting
Coordinate the collection, basic analysis, and reporting of safety-related data in

council:

  • Work with the Safety Team to produce a monthly report of management actions
for verification with the council's designated action trackers.

  • Coach the business on the conduct of basic safety investigations.
  • Review all safetyrelated reporting metrics periodically and, if necessary,
- prepare a business case for change.
  • Maintain a 'single source of truth' for all safetyrelated data (including workers'
compensation and injury management) and prepare regular reports for the
Chief Safety Officer, Governance and Risk Steering Group (GRSG) and
Executive Leadership Team (ELT).

  • Working broadly within the Council, conduct regular analysis of safetyrelated
data and feed conclusions into developing and continuously reviewing the WHS
strategy.

Work, Health & Safety

  • Advise and assist individual service groups in developing WH&S procedures to
complement councils' WH&S program as required.
