The Australian Government is delivering Inland Rail through the Inland Rail Pty Ltd, a subsidiary of ARTC in partnership with the private sector
The Inland Rail Program is a 1600km rail infrastructure project stretching from Brisbane to Melbourne incorporating new and existing rail track. The program includes the upgrading of existing standard gauge track, the enhancement of existing standard gauge track to cater for double stacking and the construction of new standard gauge links comprising of viaducts, tunnels, rail track, crossings and bridges. About the opportunity
This is an exciting new role created on the North of Narromine Leadership Team to establish, lead and drive a high-performance culture in portfolio reporting, assurance and governance. As the Head of Portfolio Management Office, you'll be developing strategies to ensure quality and consistency in monthly (and annual) reporting, suitable for the development and delivery of major projects. This will include development of suitable dashboards based on the required metrics to minimise risk and maximise efficiency.
You will develop an assurance framework and lead assurance activities that is suitable for and acceptable to Shareholders (this will include the Inland Rail CEO and Executive Leadership Team, Inland Rail Board, ARTC Board and Shareholder Ministers and Department).
As Head of PMO you will work collaboratively with the Inland Rail PMO Director in the Program Team, you will engage with Project Delivery Teams to support project execution and work with various corporate functions, including Strategy, Safety, Engineering & Technology, Finance, Procurement, People & Corporate Affairs, Risk & Assurance, and Internal Audit teams, to achieve Inland Rail's objectives.
Additional responsibilities included but are not limited to:
- Lead the Portfolio Management Office team for North of Narromine, engaging with all projects and relevant functions to ensure the value delivered aligns with Inland Rail's objectives
- Develop and implement the Portfolio Management Office framework, ensuring it is fit for purpose and fully integrated.
- Provide monthly dashboard reporting at a portfolio and project level for leadership review. Conduct assurance activities within the Inland Rail Assurance Framework.
- Drive improvements in program and project management, governance, and assurance across the Delivery Team
- Implement and monitor project controls across the delivery portfolio, including a functional management manual
- Manage projects in line with approved baselines (scope, schedule, and cost) aligned to program delivery deadlines.
- Contribute to the development of a project governance framework to conduct monthly portfolio reviews to monitor project performance and support timely decision-making
About you
The ideal candidate will have extensive experience in Portfolio Management and/or Project Management Office leadership, preferably within large-scale infrastructure projects. They should possess strong leadership, team management, project management, governance, and assurance skills. Excellent communication and stakeholder engagement abilities are crucial for this role.
Additionally, you should be able to demonstrate:
- At least a bachelor's degree in business, engineering or a related field and extensive work experience in a similar role in the delivery of major projects and programs.
- A minimum 10 years' working in PMOs/and or major projects, programs, or portfolios, preferably at a senior level, showcasing experience in managing complex and diverse projects.
- Extensive knowledge and strong leadership skills in project and program management, in large construction project environment.
- Highly developed leadership, negotiation, influencing, analytical, problem resolution, interpersonal and communication skills to credibly engage with senior leadership and stakeholders.
- Extensive experience in supporting the delivery of large multi-disciplinary complex projects in excess of $200m
