The Team


The National Training and Education Unit (NTEU) is a specialist team of skilled practitioners in the field of training and education with extensive electoral experience.

The Unit is responsible for the delivery of high-quality training, development and education that professionalises the AEC's workforce and builds knowledge of electoral processes in our stakeholders.


The NTEU is a dispersed team and operates as an agile pool, where staff take responsibility for diverse projects and programs and report through to different supervisors depending on the assignment of work.

All staff have a single line manager for HR purposes. Unit members are expected to undertake periodic travel.

The NTEU is a very high workload unit, working within the People Branch.

There are many rewarding programs and projects that staff will have the opportunity to work on, with governance and reporting playing a crucial role in the success of these programs and projects, and something all Unit members share responsibility for.

The Opportunity


The Instruction Designer (eLearning) supports the design, development, coordination, delivery and evaluation of national training, education and development programs in the National Training and Education Unit.


The Instruction Designer (eLearning) also participates in unit planning for short term tasks and contributes to strategic planning for longer term initiatives with a focus on the development of online training and activities, videos and serious games.


The role is responsible for undertaking moderately complex work, under limited direction, utilising expertise across a range of activities relating to the design, development, delivery and evaluation of national training, education and development programs across the agency.


To excel you'll have:

  • Demonstrated ability to provide accurate advice, guidance and assistance on all aspects of the development and delivery of eLearning products and programs using best practice and contemporary approaches to organisational learning across a diverse organisation.
  • Demonstrated knowledge and experience in the use of HTML, CSS and Javascript/JQuery to develop complex eLearning courses without the use of eLearning software (e.g. Captivate, Storyline) or other WYSIWYG tools.
  • Demonstrated knowledge and experience using Javascript/Query to make calls to APIs, ideally to a LMS vias SCORM and/or xAPI.
  • Knowledge and experience in developing and conducting training needs analysis to best determine training and development requirements, while managing stakeholders to achieve work area and agency goals.
  • Demonstrated personal drive and integrity whilst achieving results within legislative and timeframe parameters with competing priorities.
