Build Compliance Specialist at
Melbourne location.



Contract - 12-month FTC + extension

Key Accountabilities

  • Work closely with the National Acceptance Manager to drive Build Suppliers in delivering completion documents within the agreed timeline and standards.
  • Manage build completions documentation and coordination of review/approval and workflow.
  • Manage relationships with TPG and Optus PMO to assist in closing out all TPG HOPs.
  • Accountable for managing and running reports whilst supporting Regulatory requirements, internal processes, and guidelines.
  • Ensure the Build Handover Pack (HOP) meets Optus guidelines and requirements.
  • Interpret site design, diagram, layout plan and perform build quality/compliance checks as required.
  • Interact with Build Suppliers at different stages of a project including build HOP submission/review, and Site Acceptance.
  • Review/accept build HOPs and confirm deliverables are met before authorizing milestone payment.
  • Accept and review TPG / Vodafone & supplier submitted handover packs, liaising with the Site Acquisition Environment & Design (SAED) and RF/EME teams as required
  • Review construction HOP i.e, concrete test report, ladsafe certificate, earth test certificate, structural certificates, Certificate of Electrical Safety, etc.
  • Review photo pack to validate DA conditions, Optus Standards, Optus Manuals, Quality checklists, eJV guidelines, and other relevant standards or specifications.
  • Review As-Built Drawings, and As-Built Certification in conjunction with actual work on site.
  • Review DC power commissioning report, various telecom equipment reports ie. fibre test report, PIM test report, sweep tests report, performance report, call test report, etc.
  • Ensure all mobile radio site build complies fully with the contract requirements, industry standards, and regulations.
  • Review SOR, HLD, Tenure Escalation, and HCI escalation during Ph2 HOP submission by TPG for eJV sites.
  • Check compliance with OH&S, and Environmental Risk assessment requirements and ensure build noncompliances are rectified.
  • Familiar with Optus and TPG databases i.e., MNIS, NDSS, NRS, Orion, etc.
  • Manage Build Supplier escalations regarding build HOP rejections.
  • Maintain contractual SLA and review build HOP as advised by the Acceptance Manager.

Who we're looking for?

  • Demonstrated experience with design, construction, and integration of Australian Telecommunications Carriers networks, specifically Optus.
  • Proven Construction Partner management experience.
  • Proven Quality Assurance experience within the telecommunications industry.
  • Knowledge of 4G and 5G equipment: BTS, RRUs, antenna, and feeder systems.
  • Technical knowledge of mobile RAN, CORE, and Transmission related infrastructure and networks concepts
  • Demonstratedability to take ownership and decisionmaking in solving complex problems.
  • Effective communication and coordination with other groups to ensure timely delivery of services.
  • Demonstrated ability to be flexible and to adapt to change.
  • Ability to display positive attitude, behaviour, and work ethics that are consistent with Optus values.
  • Safe Working at Heights (SWAH) Certification.
  • Excellent interpersonal skills, in dealing with staff and various multidiscipline groups and teams
  • Work well under pressure and tight deadlines

Eligibility

  • 510 years in the telecommunication construction industry
  • Good knowledge of the deployment component of Mobile Telecommunications Networks.
    Optus and TPG Mobile deployment experience is preferred.
  • Experience in the lifecycle management across initiation to acceptance of projects
  • Experience working within the project and technical teams
  • Experience in a large organization in working with Project/Program Managers, Engineers, Planners, Property and Tech Services teams.
  • Experience in managing Build Suppliers.
