Projects Reference: 4010 About the Role The Portfolio Risk Lead is responsible for providing project and program risk management leadership and advice to project teams as well as proactive oversight on the ongoing management of project risks in line with the DTP Project Risk Management Framework.

Additionally, the role facilitates risk identification workshops to ensure risk are appropriately management as well as developing and providing proactive training to project delivery teams to ensure a consistent approach to project risk management.

The Portfolio Risk Lead plays a key role the provision of potential options and management approaches to assist in the successful development and delivery of project objectives.

Risk Management Standards:

Ensures that risk management processes and procedures meet the highest standards and fully comply with the requirements of the Department of Transportation's Risk Management Framework.


  • Project Risk Management Best Practice: Develops processes, tools (i.e., high-quality, realistic, and relevant Whole of Project Life Cycle Risk Registers with Monte Carlo analysis), and training programs targeted to continuously uplift project risk management capability across the department, ensuring robust risk identification, assessment, mitigation, and monitoring practices are consistently applied throughout project lifecycles.

Capability Enhancement Training:

Delivers training sessions to project delivery teams to enhance their capabilities and ensure consistency in risk management approaches across the delivery portfolio.


Effective Risk Management Facilitation:
Provides high-quality and effective risk management workshop facilitation and advisory services to project leadership across various project stages.
Ensure alignment with project objectives throughout the risk management process.

Advisory services:

Maintains up-to-date and accurate Risk Registers, complemented by comprehensive supporting action plans tailored to the unique needs of targeted projects.

This involves actively facilitating ongoing analysis and identification of potential new or emerging risks.

By fostering a proactive approach to risk management, these efforts ensure that project teams are well-prepared to address any challenges or uncertainties that may arise, ultimately safeguarding project success and enhancing overall project resilience.


Stakeholder Engagement:

Achieves high levels of satisfaction among internal and external stakeholders who actively engage with the Portfolio Risk Lead for risk management facilitation, support, advice, and mentoring, fostering a collaborative and supportive environment.

  • In line with Section 31 A of the Public Administration Act 2004 (Vic) other duties may be assigned consistent with employment classification, skills, and capabilities.
Key selection criteria

  • Communicate with impact (Accomplished) - Excellent written and oral communication skills with the ability to communicate and make effective presentations across all levels.

Excellent attention to detail coupled with strong organisational skills, with the ability to manage competing priorities to meet timelines in a multi-disciplinary team environment.


  • Develop capability (Accomplished) – Extensive experience in facilitation of risk workshops and the identification, recording, analysis, evaluation, mitigation, reporting and management of project risks.
  • Experience delivering training to project delivery teams in relation to risk
  • Business and commercial acumen (Accomplished) - Extensive experience in Risk Management with ability to assess risks both quantitatively and qualitatively.
Experience in the application of risk management across all phases of a project life cycle (preferably infrastructure construction projects).
Experience with the development and completion of Monte Carlo analysis.

  • Influence and persuasion (Accomplished) - Proven ability to effectively operate in a complex, demanding environment with a high degree of sensitivity, confidentiality, and responsibility.

Sound stakeholder relationship management skills including the ability to negotiate and influence decisions at senior management level both internally and externally.

Demonstrated high level interpersonal acumen and the ability to facilitate, negotiate, advocate and influence others whilst maintaining healthy stakeholder relationships.


  • Innovation and continuous improvement (Accomplished) - High motivation to initiate and recognise opportunities for continuous improvement by identifying inconsistencies, risks and opportunities in processes and systems.
Reviews and analyses internal and external information to improve effectiveness and quality of work.
Qualifications and Experience Mandatory

  • Extensive experience in project risk management in medium to large organisations.
Desirable

  • A tertiary or equivalent qualification in project management; risk management (e.g., CPRM qualification) or a related discipline.
