***The Technology, Innovation and Data (TID) division empowers the City of Melbourne (CoM) and our community through our digital capabilities, technology platforms and access to quality data. The Portfolio and Architecture team in TID integrates strategies across CoM and TID to inform technology strategy, prioritisation of development and technology change, and balance demand and supply for the division in an integrated and adaptive plan that manages trade-offs where required.

This includes providing overall technology architecture leadership across TID and CoM, governance and support for technology roadmaps and strategy execution, and driving continuous improvement in the way we work and our team culture.

As an ongoing enabling function of TID, this team also coordinates for the branch:

relevant governance activities in alignment with CoM's Executive Leadership Team (ELT) requirements; customer relationship management for internal and external customers; branch budgeting and resourcing; procurement strategy and implementation in partnership with the Procurement branch, branch risk and control activities.

This team also measures and reports on TID performance, acts as a 'home' for TID Communities of Practice and drives new ways of working including Agile for the division through standards and coaching.


The Lead - Portfolio Management & Strategic Alignment ensures the healthy governance of TID projects and operational activity, and drives the alignment of design and implementation, resources and finances with technology strategies across TID and CoM, including prioritisation and streamlining where possible.

The role works closely with the Head of Portfolio and Architecture and other key stakeholders to shape both long and short-term TID strategy and prioritisation, and ensures that the various product strategies form a coherent and well-integrated package that facilitates the achievement of both TDI and CoM goals.

In addition, the Lead - Portfolio Management and Strategic Alignment will require:

  • A relevant tertiary qualification in information technology, understanding of the principles of IT technology, IT strategy, program and portfolio management, both Agile and Waterfall.
  • Demonstrated strong project portfolio management skills, coupled with developed knowledge of the project life cycle, project documentation, project standards and methodologies, (including Agile).
  • Knowledge and experience of the design, planning, and implementation of high impact, transformational strategies, working collaboratively with key internal and external stakeholders in response to digital and other forms of disruption.
  • Knowledge and experience of data governance and cyber security practices, systems, and risk management in organisations with largescale data environments.
  • Demonstrated business experience in strategic and operational planning, IT portfolio management, enterprise architecture and business analysis.
