The Fred Hollows Foundation (The Foundation) is looking for a consultant/s to create a comprehensive Guidance Manual that enhances current guidance on implementing an intersectional GAPSED+ approach to equity and inclusion throughout the program management cycle. GAPSED+ serves as The Foundation's framework for tackling disparities in access to eye health care.

Designed as a reflection tool, the GAPSED+ Framework helps identify the most marginalized individuals lacking access to eye care in each specific context, ensuring that our initiatives address their needs and uphold their human dignity. Given that inequities vary across time and space, the GAPSED+ domains guide the identification of pertinent domains in all settings.

Purpose of the Assignment:

Review current Fred Hollows Foundation guidance (alongside The Foundation's Result and Impact Framework) and compile a report:

  • Detailing existing strengths and gaps in equity-related indicators and GAPSED+ Guidance
  • Offering recommendations and priorities for enhancing and consolidating GAPSED+ Guidelines to support The Foundation's implementation of the new global strategy, focusing on equity and inclusion in eye health, aligning with global frameworks, standards, and conventions (e.g., SDGs, WHO UHC, UNCRPD, CEDAW, etc.), as well as our own Human Rights, Equity, and Inclusion Policy.

The report should not exceed 15 pages and should be accompanied by a presentation and PowerPoint deck that the consultant will present to internal stakeholders to guide the development of the guidelines.

  • Develop an evidence-based Guidance Manual that enhances existing guidance on implementing an intersectional GAPSED+ approach throughout the program management cycle.

Expected to be around 45 pages, the manual should include annexes and links to tools, templates, resources, and guides as necessary. It should provide detailed, practical guidance on:

  • Enhancing partners' understanding and support for equity analysis to inform program planning, target setting, and more, ensuring that all projects adopt the GAPSED+ approach.
  • Planning and executing an intersectional GAPSED+ Analysis and knowledge translation processes, ensuring that findings inform program design, target setting, strategy development, implementation, monitoring, and evaluation.
  • Collecting and analyzing disaggregated data including guidance on equity indicators, methods for data interpretation, and tools for simplifying data collection and analysis.
  • Conducting knowledge translation activities to ensure stakeholders understand and utilize evidence for program planning and improvement in eye health equity and inclusion.
  • Engaging with community members and organizations to ensure effective participation and accessibility across project cycles and health systems.

The guide should act as a central resource for The Foundation's staff and partners, offering easy access with additional information, tools, or resources as needed. It should be instructive, user-friendly, and include checklists for practical application. We encourage approaches that:

  • Engage staff from different regions and roles in the development process.
  • Utilize interactive content formats like videos, case studies, and quizzes to enhance engagement.
  • Present content in a culturally sensitive and easily digestible manner, incorporating real-life examples when possible.
  • Provide practical guidance, tools, and resources for staff and partners applicable to their work.

Consultant Selection Criteria:

The Fred Hollows Foundation encourages applicants from diverse backgrounds, including individuals with lived experiences of marginalization or disability.

Required Experience:

  • Minimum of 10 years' experience in:
  • Capacity development within the international development sector, including creating training materials and manuals.
  • Advising on policy, program, and capacity development for NGOs, governments, and multilateral organizations with a focus on equity and inclusion.
  • Conducting comprehensive literature reviews and presenting findings effectively.
  • Designing strategies, programs, and projects in an international development context.
  • Monitoring and evaluating programs with an emphasis on equity and inclusion.
  • Demonstrated experience in similar previous projects.

Knowledge / Skills / Competencies:

  • Advanced knowledge and skills in applying GEDSI frameworks and an intersectional approach in public health and international development.
  • Strong analytical and strategic thinking abilities.
  • Excellent written and oral communication skills.
  • Outstanding interpersonal and presentation skills.
  • Ability to create accessible documents for individuals with disabilities.
  • Experience working in diverse cultural settings with strong cross-cultural communication skills.
  • Capability to work independently.

Academic Qualifications:

Post-graduate qualifications in fields such as Public Health, International Development, Gender Studies, Social Sciences, or related disciplines.
