Corporate Branch


The Corporate Branch is responsible for delivering enabling services that support the effective and efficient operation of the agency and facilitates the agency's compliance with legislation, policies and guidelines as a non-corporate Commonwealth entity.


The Branch supports efficient resource management and corporate accountability through functions such as financial management, performance reporting, parliamentary services, procurement, facilities management and human resource management.


The branch also complements the scheme-focus of other agency divisions by facilitating strategic communications and client engagement through the agency's website and contact centre.


About the section:

The Human Resources function is to support the agency to achieve its objectives and purpose.

It does this by providing business focussed people advice and support, with the goal of ensuring the agency will attract, retain and develop a highly skilled, motivated, and engaged workforce.

We strive to continuously improve the quality of our services and ensure our workplace is one that respects and meets the needs of our staff and supports our corporate goals.

The Facilities function manages property and facilities in accordance with government and industry guidelines to support the agency.

The Security function manages protective security as directed in the Protective Security Policy Framework (PSPF) to ensure the agency physical and personnel security requirements.


Duties of the position:


The Manager - Security and Facilities is the Agency Security Advisor (ASA) and is responsible for the implementation and management of protective security across the agency.

The role is also responsible for the management of the agency facilities, emergency management and conflict of interest.

The duties of the role include, but are not limited to:

  • Fulfilling the broad role of agency security adviser as detailed in the Protective Security Policy Framework, Policy
  • Management Structures and Responsibilities.
  • Developing and implementing work plans that provide strategic directions for the Security and Facilities Team, which align with agency goals and objectives.
  • Providing leadership in security, highlevel technical advice and support to the agency executive and stakeholders on security and facilities matters.
  • Driving and supporting accommodation and facilities operations to maintain a physically safe, comfortable and security compliant workplace.
  • Overseeing complex stakeholder relationships, including the management of expectations, awareness and culture, to achieve outcomes and facilitate cooperation on security and facilities matters.
  • Management of contracts and memorandums of understanding (MOU) with vendors for the provision of security and facility services, such as the building management company and external cleaning providers.
  • Develop and support effective business continuity within security and facilities functions.
  • Provide business and after hours first point of contact for all urgent security, emergency management and facilities issues.
  • Manage agency conflict of interest operations.

Qualifications/experience:

  • Experience as an entity level security advisor is desirable but not essential.
  • Knowledge of the Protective Security Policy Framework and how it applies in a Protected environment.
  • Experience in contract and/or relationship management is essential.
  • Demonstrated ability to lead and develop a small team.
  • Highly effective communication skills, including providing complex advice to senior leaders on sensitive issues, whilst also being able to explain problems and processes in plain English

Note:
the role is performed from the physical premises at Discovery House 47 Bowes Street, Phillip, ACT.

Due to the duties of the position, there is little scope for remote or home-based work.
