Senior Standards Officer (Flight Crew Licensing) Full time The Civil Aviation Safety Authority's (CASA) primary function is to conduct the safety regulation of civil air operations in Australia, Australian civil airspace and the operation of Australian aircraft overseas.

CASA performs its regulatory functions by:developing, promulgating, and implementing aviation safety standardsconducting comprehensive aviation industry surveillance and regular reviews of the system of civil aviation safetyundertaking enforcement strategies to secure compliance with required standardscarrying out timely assessments of international safety developments.

CASA also has a range of other safety-related functions, including:encouraging greater aviation industry acceptance of its obligation to maintain high safety standards through the provision of safety education and training programs, and advice.fostering an awareness in industry management and the general community of the importance of aviation safety and civil aviation legislation compliancepromoting consultation and communication with interested parties on aviation safety issues.

INFORMATION ABOUT NATIONAL OPERATIONS STANDARDS & THE FLIGHT STANDARDS BRANCHThe National Operations and Standards Division is responsible for policy and legislation of all aviation safety standards.

This includes licensing, flight operations, airworthiness, air navigation, airspace, aerodromes and remotely piloted aircraft systems.

The Division is also responsible for nationally administered regulatory services and surveillance, including aircraft certification and production, air navigation services, and airspace.

The Flight Standards Branch of NOS is responsible for the development and maintenance of regulatory standards and guidance material, as well as the provision of policy and technical advice for areas covering flight operations, flight training, flight crew licensing, aerodromes, flight simulation training devices and air traffic management systems.

This includes ensuring harmonisation where appropriate with ICAO and other international standards.

About the opportunity The Senior Standards Officer, Flight Crew Licensing Standards (SSO FCLS) is an exciting new position that covers a range of rapidly evolving topics including but not limited to conventional and non-conventional licensing of operating crew, as well as training and traffic integration requirements for emerging technologies, including powered lift and advanced air mobility/e VTOL aircraft.

This is a technical leadership role and will be provided with challenging activities requiring the application of the candidate's knowledge and experience.

The SSO FCLS FOI 2 is responsible for the following deliverables, which represent an ongoing body of work: Undertaking detailed research, drafting reports, and preparing policy proposals and responses in relation to, licensing of operating crew as well as training and traffic integration requirements for Advanced Air Mobility (AAM) and other emerging technologies.

Provide high level technical interpretation, advice and guidance on Australian and international aviation rules and policy within their areas of responsibility.

Develop consultation advisory documentation and post-consultation decision documents, including the analysis of consultation responses.

Develop relevant drafting instructions to legal staff that enable the efficient drafting of legal instruments to give effect to policy outcomes.

Develop and maintain an ongoing working relationship with industry stakeholders.

Support the implementation of licensing requirements for operating crew as well as training and traffic integration requirements for emerging technologies standards initiatives, including the development of guidance documents.

Work both independently and as part of a team to ensure delivery of their objectives and take a leadership role in the delivery of outcomes.

Establish and maintain professional and effective relationships with other aviation regulatory authorities, foreign government agencies, the International Civil Aviation Organization (ICAO) and other international representative organisations as necessary on the technical safety standards.

Participating in various forums both nationally and internationally, as required.

The Senior Standards Officer FOI 3 is responsible for the following deliverables, which represent an ongoing body of work: Undertaking detailed research, drafting reports, and preparing policy proposals and responses in relation to, licensing of operating crew as well as training and traffic integration requirements for emerging technologies.

Review the work of new and/or junior team members in CASA, including providing detailed feedback to ensure compliance with safety regulations and policies, as a subject matter expert (SME).

Develop the technical and regulatory expertise of other staff within Flight Standards Branch, including the coordination and delivery of training sessions for new employees and other colleagues relating to best practices for safety analysis.

Provide ongoing support and guidance to less experienced employees on complex safety issues, acting as a formal mentor and source of practical knowledge to ensure that they were able to develop their skills and meet their professional goals.

Establish and maintain professional and effective communication with other aviation regulatory authorities, foreign government agencies, the International Civil Aviation Organization (ICAO) and other international representative organisations as necessary on the technical safety standards relating to powered lift and advance air mobility/e VTOL.

Represent CASA when required at national and international forums.

Our ideal candidate must demonstrate the following requirements:

  • Highly developed writing skills and demonstrated ability to perform detailed research, formulate policy proposals and present complex findings and technical recommendations in a clear and concise manner.
  • Ability to lead and manage technical writing projects.
  • Stakeholder engagement knowledge and experience and capacity to manage professional relationships across an organisation with a broad range of internal and external stakeholders at various levels to develop and drive initiatives.
  • Knowledge and experience handling complex and ambiguous situations systematically.
  • High level understanding of flight operations and flight crew training and licensing regulations in Australia's civil aviation legislation and their application in a regulatory environment
  • Hold or have held an Air Transport or Commercial Pilot Licence.
  • A working knowledge and/or experience in contemporary risk management methodologies.
  • Ability to engage with Aboriginal and Torres Strait Islander employees in a sensitive, respectful and equitable manner.
  • Promotion of workplace safety, equity and diversity, and act in accordance with the CASA Values and Behaviours.

To be considered suitable at the FOI 3 Senior Standards Officer (powered-lift and advanced air mobility(e VTOL)) level you must be able to demonstrate the above ideal candidate requirements at an exemplar level.

You must be able to demonstrate experience in mentoring and developing individuals that are less experienced in both a regulatory and technical environment.

In addition, you must demonstrate knowledge and ability in the conduct of regulatory and standards policy development projects, including an understanding of government policies, funding arrangements, and economic impacts.


The following are desirable requirements:
Knowledge and experience in powered lift and/or advanced air mobility/e VTOL operational context.
Demonstrated understanding of policy making in a regulatory context, including different regulatory approaches, impact analysis and machinery of government.
Our ideal candidate may be considered for an endorsement loading based on their operational skills and experience.
