About the Offshore Infrastructure Registrar The Offshore Infrastructure Registrar ( the Registrar ) administers licences for offshore renewable energy projects, including for offshore wind and transmission related infrastructure in Commonwealth waters.

The Registrar provides advice to the Minister for Climate Change and Energy (as primary decision maker) ( the Minister ) on licence applications and related matters under the Offshore Electricity Infrastructure Act 2021 (OEI Act).

The Offshore Electricity Infrastructure (OEI) Team assists the Registrar in performing its functions.
The OEI Team is part of the NOPTA Branch in the Department of Industry, Science and Resources (DISR).

The OEI Team works closely with the Department of Climate Change, Energy, the Environment and Water (DCCEEW), which is the responsible policy department under the OEI Act.

NOPTA has offices in Perth and Melbourne and staff working remotely in various locations throughout Australia.

The OEI Team was established in January 2023 and is undergoing significant growth in order to support the Minister and Government in the establishment of an offshore renewable industry.

The OEI team is responsible for advising the decision maker on applications and ensuring the future compliance of licensees with the regulatory requirements.

We are seeking motivated candidates with relevant experience working in a regulatory framework, interpreting and applying legislation, regulations and guidelines, and delivering high quality outputs at the APS6.

To be considered for this role, you will have skills and experience in line with the APSC Work Level Standardsfor an APS Level 6 position, and be able to demonstrate the following: Experience managing regulatory matters within a regulated industry.

Demonstrated ability to interpret and apply legislation, regulations, and guidance material.
Ability to assess industry applications and submissions against relevant criteria.
The ability to solve problems and to prepare clear advice to senior management.
Strong written and verbal communication skills.
An ability to work constructively under limited direction.
Experience managing multiple deadlines and dealing with uncertainty.
Knowledge of the energy sector is desirable, but not essential.

What you will do You will support the team manager to ensure the Registrar meets its legislative and corporate obligations in relation to the assessment of licence applications, including but not limited to the following key responsibilities: Conduct assessment of licence applications against legislation and assessment criteria within assessment timeframes.

Assist in the preparation of briefing material for decision makers and other stakeholders.
Provide input into the development of procedures and guidance relating to the Registrar's functions.
Provide guidance to stakeholders on licensing matters.
Represent the Registrar at external engagements, including meetings with industry, government agencies and other stakeholders.
Continuous improvement of day-to-day operations.
Eligibility To be eligible for employment in the APS and the department, candidates must be Australian Citizens.

Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.

Notes The position is expected to be based in the Perth or Melbourne Office, however remote engagement from an alternative location within Australia will also be considered.
