About the team:
The National Measurement Institute, (NMI), is the measurement science and regulatory delivery division of the Department of Industry, Science and Resources (DISR).
The Legal Metrology Branch (LMB) administers Australia's measurement legislation to ensure a level playing field for:
- consumers
- government entities and
- international trade.
The branch has significant interactions with industry, consumers, traders and trade measurement licensees.
Trade Measurement Heavy Vehicle Operators provide a critical role to LMB's compliance program. Operators track approximately 7,000 weighbridges and other high capacity measuring instruments used throughout Australia. They operate Weighbridge Test Unit Trucks (WTU) and associated testing equipment.
We are looking for someone who has;
- The ability to safely and efficiently operate heavy vehicles and plant and equipment with accuracy and precision in a variety of environments.
- the ability to quickly gain knowledge of inspection/investigation powers under the _National Measurement Act 1960_ (measurement legislation).
- The ability to work productively both alone and as a member of a small team.
- Strong communication skills including the ability to manage difficult conversations.
- The ability to use logic, reasoning and evidence to interpret information to identify and propose solutions to problems.
- Attention to detail and the ability to maintain accurate and detailed records.
- Personal drive and integrity in the context of the Australian Public Service values, National Measurement Institute values (Inclusive, Innovative, Accountable, Adaptable, Influential and Strategic) and code of conduct.
What you will do:
As a Trade Measurement Heavy Vehicle Operator, you will:
- Work as part of a team, operate heavy vehicles and plant and equipment to test complex measuring instruments and assess their compliance with measurement legislation.
- Manage stakeholder relationships with site controllers and site safety coordinators to facilitate safe and efficient execution of site audits.
- Maintain accurate records and practice document management in line with the Department's policy, security, privacy and legislative requirements.
- Provide input into the development of the National Programs, including:
- liaising with regional and operational Supervisors and Inspectors to ensure the identification of high risk sites, and
- Provide assistance in the investigation of possible breaches of measurement legislation and, when necessary, appear in court as a prosecution witness.
- Support senior trade measurement officers to coach and develop staff in the testing of complex measuring instruments.
- Monitor, identify and report on matters relating to the operational effectiveness of heavy vehicles and associated plant and equipment.
- Support and provide guidance on procurement of high value operational assets and equipment.
- Practice and ensure safe working practices are followed at all times, including conducting a documented risk assessment at each site to identify and eliminate potential risks.
- Conduct monthly equipment and safety inspections and have responsibility for scheduling vehicle maintenance services.
- Maintain the tools, instruments and equipment required to safely conduct testing and auditing activities.
Eligibility:
Possession of the following current licences are essential:
- Transport Heavy Combination (HC) licence, and;
- Workplace Health and Safety Forklift licence endorsed on a State or Territory Transport licence to enable forklift to be driven on public roads.
- Adhere to the requirement of participating in regular health checks and drug and alcohol testing to ensure staff safety when operating heavy vehicles and equipment
- Be an Australian Citizen.
- Have an understanding of Heavy Vehicle legislation and requirements to operate vehicles throughout Australia (Commonwealth, State and Local) operational legislation.
- Have an appropriate Police
