About the National Measurement Institute

The National Measurement Institute (NMI) is the Australian Government's national measurement authority. Australians rely on measurement every day to stay safe and healthy, to be confident they get what they pay for, and to level the playing field for business. NMI's sovereign measurement capabilities underpin these outcomes for Australians, contributing to a Future Made in Australia and maintaining national and international confidence in Australian goods and services.

Our work spans the economy, delivering over $800 million annually in direct benefits to Australians and Australian industry. NMI also administers the regulatory framework for measurement which supports around $1.4 trillion of economic activity in Australia each year. About the Strategy & Operations Branch

The Strategy & Operations Branch consists of a team of over 30 staff based Nationally. The branch's remit is wide and includes leading NMI's cross-branch activities in the areas of policy development, ministerial and government relations, stakeholder engagement, communications, workforce capability, change management, international relations, and work health and safety. The branch coordinates NMI's input to policymakers across Government, leads much of the division's involvement in budget processes, and ensures the successes of NMI's expert scientists are clearly communicated to decision makers and the public.

The opportunity

We are excited to be offering a role that will focus on strategic uplift of the National Measurement Institute's Digital capabilities and building engagements, premised on Digital and Data concepts, with key science and Department stakeholders.

As part of a small team, the role will be highly influential across the broader NMI and contribute strongly to the development and implementation of NMI's digital transformation strategy, as we seek to grow capability.

The Digital Manager role is highly collaborative, engaging with staff on Digital innovation and strategy across a variety of functions and multiple NMI locations. Much of our value proposition is vested in our data alongside our expertise and stakeholder engagement. We are seeking to leverage new digital solutions to curate and manage data in a highly integrated way and to make it more meaningful and accessible, aligned to broader Commonwealth Data and Digital strategies.

There will be significant opportunity for personal development and for engagement with broader NMI and departmental activities and forums.

We are looking for a candidate with:

  • Relevant tertiary qualifications with a minimum of 5 years relevant work experience combined with a strong grasp of Digital and Data principles as applied in a scientific environment.
  • A demonstrable history of successful leadership in a science environment
  • Ability and drive to engage successfully with stakeholders and build productive collaborative relationships internally and externally.
  • Excellent communication skills including the ability to translate and convey complex scientific and Digital terms and contexts in an easy to attain manner for non-technical audiences.
  • Proven ability to lead and manage complex ICT or Data related projects including development and delivery.
  • A demonstrated capability to contribute strategically to complex Digital and Data business case and roadmap development.
  • A genuine passion for building and leading a culture vested in our Values.
  • A solid appreciation of the principles of 'Good Laboratory Practice', 'Good Manufacturing Practice' and laboratory Work Health and Safety

What you will do

  • As a leader, contribute strategically to a culture of physical and psychological safety that reflects the NMI Values of being adaptable, accountable, innovative, strategic, inclusive and influential. Actively engage with personal development opportunities and opportunities to contribute to branch- and NMI- wide initiatives aimed at uplifting culture and capability
  • Collaboratively identify, plan and lead Digital and Data premised projects in support of NMI objectives.
  • Actively seek out opportunities to link NMI into broader Commonwealth Data initiatives, building engagements and seeking to establish a data standard that enables interoperability across agencies.
  • Input strongly to, and potentially lead, development and delivery of a Digital strategy for NMI that stems from previous work and encompasses emerging possibilities.
  • Contribute strongly to development of NMI ICT/Digital business case proposals in collaboration with NMI and Department enablers. Fulfil compliance requirements as part of the case development, for example those of the Digital Transformation Authority.
  • Engage with, and support, current major NMI project implementations for deployment of a Laboratory Information Management System (LIMS) and uplift of NMI's Scientific network. Provide advice concerning change management and implementation considerations.
  • Be an effective proponent for NMI in regional and global Digital and Data transformation initiatives, building a role for NMI as a leader in the application of innovative digital solutions in measurement science.
  • Keep abreast of rapidly evolving technology trends that can have an impact on NMI and its stakeholders. Use this awareness to strategically inform process and business development opportunities.

Eligibility

Tertiary qualifications in a Digital related field and 5 years relevant experience are required. Adjunct qualifications in a scientific field such as chemistry, biochemistry, biological or physical sciences will be favourably considered.

To be eligible for employment in the APS and the department, candidates must be Australian Citizens.

Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.

Notes

The department does currently offer flexible work opportunities for many roles. This vacancy can be based in Canberra, Sydney or Melbourne, although flexible or remote work arrangements may be considered. Please reach out to the contact officer to discuss this further.
