Skills Specialist (ECEC) - Pacific Labour Facility

Project Overview:


The PLF works with DFAT and DEWR to support the administration of the PALM scheme and facilitate opportunities for Australian employers to connect with workers from the Pacific and Timor-Leste.

The PLF is managed by Palladium and has been established as a trusted intermediary in supporting Australia-Pacific circular labour mobility.


Role Overview:


The Skills Specialist (Early Childhood Education and Care) will be responsible for providing advice to support design and delivery of high quality training and professional outcomes for Pacific Australia Labour Mobility (PALM) scheme workers under a planned Early Childhood Education and Care (ECEC) pilot.


Primary Duties and Responsibilities:

***Under the direction of the ACE Project Manager, the Skills Specialist (Early Childhood Education and Care) will:
Support effective ECEC training design and participant identification:

  • Advise participating Approved Employers on the development and delivery of training activities that support the implementation of the ECEC project and the long-term sustainability of ECEC employment within the PALM scheme.
  • Support participating Approved Employers and any third party training delivery organisations in the development of an innovative training and upskilling program that supports the outcomes of the ECEC project.
  • Review the training and support requirements for each cohort participating in the ECEC pilot.
  • Advise participating Approved Employers and RTOs on strategies for addressing identified training needs (including those relating to cross cultural communication) beyond the scope of traditional Certificates III in ECEC.

Support effective ECEC Pilot Implementation:

  • Effectively engage with participating Approved Employers and key stakeholders to implement the training component of the ECEC project, including any required registered prior learning activities.
  • Work with PALM scheme Approved Employers to identify/coordinate worker supports and interventions that are reflective of cultural, language, and/ or other diverse support needs of Pacific workers.
  • Contribute to regular updates and reports on training implementation activities under the ECEC pilot including but not limited to a contract completion report outlining relevant areas of project planning, implementation strategy, and identify potential future risks that project teams should focus on.
  • Maintain relationships with key stakeholders engaged in delivery of associated training programs that support the ECEC program and the PALM scheme in general.

Cross Cutting:

  • Working with the Pacific Labour Facility Quality, Learning and Performance team and any external assessor capture lessons learned from the ECEC pilot.
  • Promote gender and social inclusion across all procurement and training delivery activities.
  • Ongoing contribution to continuous improvement in service delivery and program performance.
  • Participate as a member of the PLF team and contribute to planning and reporting activities.
  • Travel within Australia and internationally, as required.
  • Undertake and deliver the outcomes and objectives of the role in accordance with the expected Core Capabilities, Ways of Working and Values of ONE PLF.
  • Ensure effective communication, crosslearning and sharing of tools across the Pacific Labour Facility team.

Required Qualifications:

  • Tertiary qualification in a relevant discipline, such as education and/or training, and experience in international development and project management.
  • Experience in, and qualifications from, the Australian ECEC sector.
  • Extensive experience in the development, delivery and facilitation of training programs, in an English as a Second Language context, using a range of dynamic and inclusive learning strategies and technologies, including lesson plans incorporating interactive learning activities, story boards, short instructional videos, topicbased slideshows.
  • Understanding of the Australian technical and vocational education system.
  • Experience working with programs in the Pacific, with a strong understanding of Gender, Equality, Disability & Social Inclusion (GEDSI) concepts and issues.
  • A demonstrated ability to build respectful, productive and sustainable working relationships with a variety of stakeholders (including partner government, civil society and the private sector) and working together to achieve results.
  • Demonstrated ability to work autonomously with limited supervision, to work to deadlines, and to balance competing priorities.
  • Flexibility to undertake frequent travel
  • Demonstrated commitment to diversity and inclusion, particularly in a crosscultural context
