In November 2018, the ALC entered a series of agreed reforms with the Territory Government to take over control of six core services and functions.

These "Local Decisions-Making Agreements" were to be transitioned and implemented over agreed periods of time.

This included the need for Economic development, GHAC is now tasked with driving the economic development of the Groote archipelago while protecting and embracing culture.

Position Overview We are seeking a highly skilled and experienced Chief Financial Officer (CFO) to join our dynamic team.

The CFO will be a key member of the executive leadership team, responsible for overseeing all financial aspects of the company and driving strategic financial planning to ensure the company's financial health and growth.

The role will be responsible for a number of entities including GHAC, Groote Aqua Aboriginal Corporation and Winchelsea Mining Pty Ltd and its parent company Anindilyakwa Advancement Aboriginal Corporation.

Key Responsibilities Financial Strategy and Planning: Develop and implement comprehensive financial strategies aligned with the company's short-term and long-term goals.

Provide strategic recommendations to the CEO and executive team based on financial analysis and projections.
Lead the annual budgeting process and develop financial models to support strategic decision-making.
Lead the 6 monthly submissions to the Royalty Distribution Unit of the Anindilyakwa Land Council and Finance Committee.
Oversee all aspects of financial management, including accounting, budgeting, forecasting, and cash flow management.
Monitor financial performance against budget, forecast variances, and implement corrective actions as needed.
Ensure compliance with financial regulations and standards and oversee the preparation of financial reports for stakeholders.
Identify and mitigate financial risks that may impact the company's operations or financial performance.
Implement effective internal controls and procedures to safeguard company assets and ensure compliance with regulatory requirements.

Ensure knowledge and compliance with all Commonwealth taxation legislation including fringe benefits tax including an understanding of corporate taxation structures.

Ensure compliance with all State taxation legislation, primarily the Northern Territory and Queensland.

Ensure knowledge and compliance with the Corporations (Aboriginal and Torres Strait Islander) Act 2006 and experience with the Office of the Registrar of Aboriginal and Torres Strait Islander Corporations.

Knowledge of the following legislation is preferable: Aboriginal Land Rights (Northern Territory) Act 1976 Northern Territory Mineral Royalty Act 1982 & proposed Mineral Royalties Bill 2024 The Australian Charities and Not-for-profits Commission Act 2012 and regulations 5.


Capital Management:
Manage capital structure and funding requirements, including debt and equity financing, to support the company's growth objectives.
Evaluate investment opportunities and provide financial analysis to support capital allocation decisions. 6.

Stakeholder Relations:
Build and maintain strong relationships with investors, financial institutions, and other external stakeholders.
Serve as the primary liaison with external auditors, regulatory agencies, and other financial partners. 7.

Leadership and Team Development:
Provide leadership and mentorship to the finance team, fostering a culture of excellence, collaboration, and continuous improvement.
Promote professional development opportunities and support the growth of team members.
Qualifications, Knowledge, and Experience Bachelor's degree in finance, Accounting, Business Administration, or related field.
CA or CPA preferred.
Proven experience as a CFO or senior financial executive.
Strong leadership skills with the ability to inspire and motivate teams.
Excellent analytical and problem-solving abilities.
In-depth knowledge of financial principles, regulations, and best practices.
Exceptional communication and interpersonal skills.
Ability to thrive in a fast-paced environment and manage priorities effectively across multiple entities and projects.
High level Microsoft Excel skills and working knowledge of the full suite of Microsoft applications.
Experience using Xero software is advantageous.
Experience with grant acquittals and reporting.
Experience in working with Traditional Owners in Indigenous and remote Communities is preferable.

Other Information Reporting to Executive Director Hours of Role and Remuneration:

Full time role Salary to be commensurate with level of qualifications and experience A salary review will be conducted at the completion of 6 months' probation period.

Equipment provided by GHACAbout you To be successful in the position, you will be able to work independently, flexibly, and able to manage the team.

You will have proven experience in warehouse management, including managing and maintaining assets.
A business administration certificate or a similar certificate is required.

At the same time, you need to have the basic knowledge of the relevant construction equipment, understand the basic equipment and tools, and know how to store and maintain them.
