Transport Services is a Group within the Department of Transport & Planning and is responsible for delivering safe, reliable and accessible transport infrastructure and services to all Victorians.

About the Role

The primary purpose of the role is to utilize competence in road access planning to provide written responses to planning permit applications for land use developments affecting the operation of the transport networks of various complexities and respond to Planning referrals and inquiries in line with statutory timeframes under the Planning & Environment Act 1987 and Subdivision Act 1988.

To provide specialized traffic engineering advice to planners, ensuring statutory planning referral outcomes promote safe and efficient road network usage, leveraging expertise in interpreting SIDRA reports and conducting road safety audits. Additionally, Advanced problem-solving skills are applied to facilitate innovative access solutions for development projects, negotiates with stakeholders to achieve successful outcomes on arterial road proposals, and collaborates effectively within legislative timeframes to assess traffic engineering aspects of various planning initiatives.

Key Selection Criteria

  • Critical Thinking and Problem Solving (Applied): Resolves issues through deep understanding or interpretation of existing guidelines. Where guidelines are not available, analyzes ideas available and takes action through self, or in consultation with others to resolve problems. If required, determine additional information needed to make informed decisions. Applies critical thinking and problem-solving concepts in the right context.
  • Data Literacy (Foundational): Can derive meaningful insights from data and/or reports; Able to understand the organization's common data language and through relevant reports/audit findings; Has a basic understanding of data sources and quality of data.
  • Influence and Persuasion (Accomplished): Gains agreement to proposals and ideas; Builds behind the scenes support for ideas to ensure buy-in and ownership; Uses chains of indirect influence to achieve outcomes; Involves experts or other third parties to strengthen case.
  • Innovation and Continuous Improvement (Accomplished): Uses understanding of clients or stakeholders' context to design and help applicants develop innovative access solutions for continuous improvement; Reviews and analyzes internal and external information to improve effectiveness and quality of work.
  • Future Focus (Accomplished): Understands the broader context when reviewing an issue or problem and supports others to do so. Is future-oriented in analysis, thought and action; Actively seeks out new ways to enhance team systems, processes, and service delivery.

Qualifications and Experience

  • Tertiary qualifications in Civil Engineering (Transport Engineering) or a related discipline.
