Main responsibilities
The main responsibilities of the Manager of the Program Workforce Unit include:

  • Monitoring and analyzing progress in the achievement of strategic objectives by providing expert high-level advice and recommendations in relation to major initiatives, status, risks, issues, and implications for the Strategy, Planning and Corporate Support Division and more broadly QCAA.
  • Providing expert advice to inform the ongoing development and implementation of and business processes systems required for service delivery related to the casual workforce.
  • Maintaining budgets and report on funding allocation for optimal return on investment; facilitate communication among a program's crossfunctional team by referring to the Financial Delegations.
  • Ensuring the unit has a safe and secure work environment; undertake and develop their personal growth opportunities; communicate job expectations; planning, monitoring, and reviewing job results by referring to the People Management Delegations.
  • Planning and leading the delivery of casual workforce activities and services by developing processes and procedures to meet the ongoing and future needs of QCAA.
  • Managing the delivery of casual workforce recruitment, onboarding, and payroll across multiple programs of work by setting priorities, providing guidance, and allocating resources in a large multidisciplinary operational team.
  • Ensuring successful integration of activities is achieved (across QCAA) within timeframes, budget and to quality standards.

COLA is calculated as the difference between the wage increase under the State Government Entities Certified Agreement (Core Agreement 2023) and the CPI percentage, capped at 3 percentage points (3%) and applied to the individual employee's base wages for the COLA year.
