Facilities Program Manager- RFQ-ASD SOW - Original Due to the nature of clients we work with here at Kinexus and the projects these roles will be based on, an Australian Government Top Secret Positive Vetting (TSPV) clearance is essential.
These opportunities do not have the ability to obtain sponsorship for a security clearance (including applicants who currently hold a security clearance seeking to upgrade).
ABOUT THIS ROLE The Facilities Program Manager will support ASD facilities growth under REDSPICE.The role is responsible for the program management and delivery of facilities projects and will interact with a diverse range of senior stakeholders.
Advanced business judgement will be required in managing competing priorities across the portfolio of projects overseen by the role.Representation and communication of the scope and nature of program activities is also a core function of this role.
This position requires significant program management experience as well as highly-developed general management skills.
This position is in the Business Continuity and Facilities Branch of the Australian Signals Directorate (ASD).
Within the Directorate, the Branch is responsible for the delivery of large-scale infrastructure programs supporting the missions of ASD, the Defence Intelligence Agencies, Australian Defence Force and the broader Australian National Intelligence Community.
The Specified Person will be expected to demonstrate attributes of SFIA Level of Responsibility 6.Current Top-Secret Positive Vetting (TSPV) security clearance is strongly preferred, however candidates who have held a TSPV in the previous 12-month period (which has since been downgraded) may be considered.

KEY RESPONSIBILITIESAchieve facilities program deliverables in accordance with approved scope and budget through the application of expert program management skills.
Manage program implementation including all activities, outputs, and outcomes related to its administration including reporting, budget development and monitoring, financial transactions, execution of project plans, and performance Plan and manage budget phasings while managing procurements in a timeframe supporting wider program requirements.
Conduct tender management and procurement.Develop and obtain approval for key program documentation including, but not limited to, Plan/Proposals, Stage Plans, and Completion Reports.
Conduct monthly reviews to ensure accountability of all program activities as well as the accurate and timely reporting of financial deliverables and obligations.
Ensure that the program progresses in accordance with its contractual obligations, organisational and broader Government policies and relevant legislation.Actively manage and report on risks and issues.
Ensure timely and appropriate skills and knowledge transfer between team members and support staff.
Oversee the selection and training of qualified program staff, assigning clear roles and responsibilities, providing effective supervision, and managing performance to ensure efficient operations.
SKILLS & EXPERIENCE NEEDEDAustralian Citizenship and a TSPV security clearance is essential.Proven experience in successfully delivering large and complex facilities projects, along with proven experience managing complex contracts.
Extensive understanding of Defence procurement policy, procedures and regulations Previous experience with Australian National Intelligence Community facilities.
