The Cost Controller is responsible for performing cost control functions and implementing and maintaining associated systems and processes for cost performance planning to support the delivery of the 60PJ Program and on-going development of Coal Seam Gas Infrastructure, including civil, drilling and completions, wells, gathering, and wellsite facilities.
The scope will entail budget allocation, cost forecasting, cashflow forecasting, cost review and variance analysis and cost performance reporting across the program, providing advice and guidance to the delivery teams.
The Cost Controller will engage with the Program Management Office, Project Managers, Planning and Scheduling, Execution, Commercial and Finance teams, and it turn will work with a diverse group of internal and external stakeholders.
The key accountabilities of the position include:
- Ensure individual project monitoring, analysis and change control is applied throughout the project using best practice techniques
- Undertake cost risk and opportunity analysis, prepare budget allocations, prepare cost forecasts, and cashflow forecasts
- Managing the forecast to underpin the deployed contracting strategy, for example managing the forecast in a cost-plus environment
- Analysis of data to establish the variances in initial estimates and final project costs, identify trends, risks and opportunities for improvement
- Participate in reviews of tender pricing schedules, contractor forecasts, payment claims, variation claims, and make suitable recommendations
- Interrogation of the monthly ledger costs to ensure costs are correctly coded, and accruals are accurate
- Participate in reviews with relevant stakeholders to confirm quantities to date, quantities to complete, and calculate the Actual Cost of Work Performed (ACWP)
- Participate in reviews with relevant stakeholders to produce forecast costs to complete for materials, plant and labour
- Participate in reviews with relevant stakeholders to report final procurement forecasts and subcontract values
- Provide accurate cost inputs to inform Cost Quantitative Risk Assessments (CQRAs)
- Work in collaboration with estimating and risk resources to improve the cadence for cost out
- Preparation of direct and indirect forecast costs to complete including labour and overhead costs, update and maintain the Resource Plan as required to manage the direct and indirect owners team costs
- Preparation of monthly written cost performance reports to demonstrate performance against cost out opportunities
- Develop and maintain the project cost trend register
- Preparation of weekly Earned Value Management (EVM) cost reports
- Calculation of Cost Performance Index and production of associated productivity reports
- Assist in the preparation of Authorisation For Expenditure (AFE)/ Approval Forms
- Support the Program Management Office with the development and implementation of the Cost Management Framework.
The incumbent will require the following qualifications, skills and competencies:
- 10+ years’ experience, working within roles in a multidisciplinary teams for the front end, feasibility, and permitting
- and approvals phases of projects in the construction, energy, resource or oil and gas industries.
- Financial control in a complex project environment, project management, work program or program management office experience
- Excellent communication, interpersonal, and stakeholder management abilities
- Advanced scheduling and excellent analytical skills with a strong attention to detail (MS Excel, SAP, Primavera P6 and Prism an advantage)
- Ideally CPA / CA qualified
- Demonstrated experience in the implementation and management of work program management tools, and related digital tools.
- Demonstrated experience in using digital tools for work program management or Integrated Activity Planning.
- Demonstrated experience in establishing collaboration processes and leading continuous improvement activities related to work program management.
- Good written and verbal presentation skills including report writing and development of robust business cases to support decisions.
