Senior Investigations Officer

About us

The National Heavy Vehicle Regulator (NHVR) commenced operations in 2013 as a national entity responsible for regulating all vehicles in Australia over 4.5 tonnes gross vehicle mass. Located in Brisbane, the NHVR minimises the compliance burden on the heavy vehicle transport industry, reduces duplication and inconsistencies across state and territory borders, and ultimately for the heavy vehicle business with government in Australia.

About the role

The Senior Investigations Officer is responsible for conducting high-level and complex investigations of matters associated with heavy vehicles and the road transport industry often in association with other agencies in order to support prosecutions against non-compliance.

Key Responsibilities/Accountabilities

  • Manage a complex chain of responsibility investigations and prepare evidentiary briefs by gathering and analysing information received from multiple parties from within supply chains, manage witnesses and evidence, prepare documentation, represent the NHVR in court, and give evidence to support prosecutions against non-compliance.
  • Research case law and precedents, utilise knowledge regarding road transport industry operation, develop investigation techniques and strategies, and provide advice to the compliance workforce and management to maximise the chance of successful prosecution.
  • Issue correct enforcement documentation to drive compliance to relevant Acts and Regulations from state and federal jurisdictions.
  • Lead the development, trial and evaluation of innovative compliance approaches that align to new road transport legislative requirements and collaborate with internal and external stakeholders to influence the continual improvement of NHVR’s regulatory capacity.
  • Monitor, review and approve outputs, including reports, statements, file notes, records of interviews, approved plans to actuals and evidence to support findings presented and conclusions reached to deliver investigation outputs to comply with relevant Acts and Regulations and agreed performance standards and measures.
  • Contribute to the development and delivery of educational materials, processes and tools for the frontline workforce to champion expertise in the area of investigations and promote a high standard in the compilation of evidence for establishing a prima facie case.
  • Evaluate and synthesise learnings from prosecutions and contribute to knowledge management in compliance investigations by providing confidential, detailed and concise reports on the findings of investigations to deliver improved effectiveness in national policy development, compliance activities and strategic prosecutions.
  • Adhere to all NHVR policies and procedures to ensure compliance with NHVR internal processes.
  • Comply with WH&S policies and procedures and contribute and promote a safe and healthy work environment.

About You

  • Experience in undertaking complex investigations.
  • It is a prerequisite that applicants possess a current motor vehicle driver licence.
  • There may be a requirement to work outside normal working hours or to travel on occasion
  • Demonstrated and extensive experience in successfully performing complex investigations including the ability to use a wide spectrum of investigation methods and techniques that achieve positive prosecution results.
  • Demonstrated ability in formulating allegations, analysing information/evidence against allegations, reaching a conclusion, and recommending actions within the applicable Acts, Regulations & other legislation from both state and federal jurisdictions.
  • Well-developed knowledge regarding compliance and enforcement, chain of responsibility, safe systems, and the challenges in regulatory management of the road transport industry.
  • Demonstrated ability to conduct compliance and enforcement activities associated with regulating industries and commercial entities.
  • Well-developed written and communication skills and the ability to effectively communicate with people at all levels, both internally and with parties across the chain of responsibility.
  • Highly developed research, conceptual, analytical and problem-solving skills and demonstrated computer literacy.
  • Demonstrated experience in supervising the work and performance of staff, and ensuring outcomes are achieved in a controlled, effective, prioritised and timely manner.
  • Demonstrated ability to show initiative, self-direction, obtaining and keeping confidential information and work both independently and as a member of a team.

  • Experience and prior working knowledge of the heavy vehicle industry and Regulatory Compliance.
