About the role 

As the Governance & Procurement Manager you will be responsible for ensuring that key governance and procurement processes of Council run efficiently and effectively. This position will lead a capable team of Governance, GIPA and Procurement specialists to manage a wide range of functions. 

 Key Responsibilities: 

  • Lead compliance and ensure delegations framework support the effective governance of Council. 
  • Oversee the maintenance of Council’s relevant databases, records management, reporting systems, registers and information made publicly available.
  • Manage the review and alignment of governance policies and procedures and provide advice on service improvements. 
  • Lead and provide overall direction of safeguarding policy, provision of advice and management of mandatory reporting responsibilities. 
  • Consult and liaise with relevant internal and external stakeholders. 
  • Provide expertise, guidance, leadership and oversight on Council’s procurement strategy and contract management practices. 
  • Influence key stakeholders through positive relationships to build and promote good governance and procurement. 

About You 

We are looking for a leader with:

  • Degree qualification/s in governance, policy, commercial or related field. 
  • Extensive experience with (7+ years) in governance, policy and procurement in a local government or equivalent. 
  • Significant experience in leading diverse, multidisciplinary teams and delivering services
  • Advanced strategic and practical procurement and contract management. 
  • Exceptional communication skills and effective management of partnerships, including both internal and external stakeholders.
  • Extensive demonstrable detailed understanding of the relevant legislative and regulatory requirements
  • Demonstrated ability to work in a politically sensitive environment. 
  • High level research and analytical skills in corporate governance, procurement and policy development. 

What’s on offer

We are offering an attractive remuneration from $168,170.11 to $186,439.44 plus 11.5% superannuation.

City of Parramatta plans to hold interviews for this position in mid-December with an expected start date for the successful candidate in January 2025

The successful candidate is required to be vaccinated (at least 2 doses of a TGA approved COVID-19 vaccine) in accordance with Council's vaccination policy. Candidates may submit a medical contraindication for Council's consideration.

This position requires the preferred candidate to undergo a Criminal History Records check. A criminal history does not necessarily disqualify a prospective candidate from selection.
