: The Victims of Crime Commissioner (VOCC) is part of the ACT Human Rights Commission which is an independent statutory agency. The VOCC, Ms Heidi Yates, and her team deliver a range of support, advocacy, and assistance services to those harmed by crime including the provision of expert, independent communication advice to police, courts, and lawyers via the Intermediary program.The Intermediary Program commenced in early 2020 and facilitates the provision of expert, impartial advice to police, lawyers, and courts with the goal of minimising trauma for vulnerable witnesses in homicide, child sexual assault matters and other criminal and civil matters ensuring that the ‘best evidence’ from such witnesses is communicated to the justice system. The program operates in business hours and offers a 24/7 on-call service for police call-outs across evenings, weekends and public holidays.
The Program expanded its services to vulnerable accused in early 2024, which has required the expansion of the in-house team to meet expected demand. Expansion to this cohort is untested in Australian jurisdictions, so will require careful management to ensure the continued high-quality delivery of the Program.
The Director, Intermediary Program will be responsible for the smooth operation of the Intermediary Program (‘the Program’). This will include overseeing the work of a team of accredited in-house and panel intermediaries who assess the communication needs of witnesses and provide advice to police, lawyers, and the court as to how such witnesses may be supported to give their best evidence.

Eligibility/Other requirements:
Tertiary qualifications in Law or a Health Profession are highly desirable. Experience working with victims of crime, including child victims of domestic, family, and sexual violence is highly desirable. Experience working with Aboriginal and Torres Strait Islander children, young people, adults and their communities is highly desirable. Experience managing frontline service delivery to vulnerable client groups in a high-pressure environment is highly desirable. A practical understanding of the ACT Criminal Justice System is highly desirable. This position does require a National Police Check. Working with Vulnerable People (WWVP) - Prior to commencing this role, a current registration issued under the Working with Vulnerable People (Background Checking) Act 2011 is required. An order of merit or merit pool will be established from this selection process and may be used to fill future similar vacancies over the next 12 months.
