Role purpose
As part of a wider "shared service" operation between the two departments, the Change Manager, Ways of Working Services, plays a key role in ensuring change readiness and implementation is well-managed with change initiatives that affect the Department of Health (DH) and the Department of Family Fairness and Housing (DFFH).
In particular, will lead the shared services operation's change management initiatives associated with the departments' IT enabled Finance and Procurement Reform Program (FPRP) and provide key inputs on other change initiatives such as the departments' In Place Records Management Initiative.
The Change Manager will work with key stakeholders across both departments, supported by a small team of Senior Change Advisors, to ensure the integration of change management activities into project plans, where delivery approach may be waterfall, agile or hybrid. As required, the Change Manager will provide direct support and coaching to managers and leaders as they help their direct reports through transitions.
The role requires a senior level change specialist with five plus years of experience who can generate their own momentum and work independently, as well as working closely as part of a small team.
Key accountabilities of this position

- Actively promotes adoption and manages resistance to deliver strategic change through influencing people and working with business units to embed change and ensure desired benefits are realised
- Act as a thought leader on organisational change approaches, providing expert advice and guidance to project teams to enable adoption and achieve outcomes, and providing high level expertise in a field or discipline that is critical to the program or organisation
- Creates stakeholder management plans using analysis of their influence and impact
- Influences and negotiates with stakeholders to contribute to the achievement of common goals by: Identify and manage risks and issues related to managing change and adoption
- Develop strategies and plans to maximise adoption and minimise resistance
- Understands business needs to ensure the change is designed to deliver desired organisational goals
- Contribute advanced expertise to benefit strategic planning and organisation/sector-wide outcomes.
- Responds productively to deliver solutions and outcomes in an organisational environment complicated by scale, heterogeneity, and complexity.
- Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements.
- Demonstrate how the actions and outcomes of this role and work unit impact clients and the department's ability to deliver, or facilitate the delivery of, effective support and services.

**Qualifications**:

- A tertiary qualification in relevant field or discipline is essential for this role
- Five, or more, years' demonstrated experience in Change Management, including recent change implementation experience of large corporate systems (such as Enterprise Resource Planning and Records Management systems) in a complex environment.
- A current change practitioner certification such as PROSCI is highly desirable
