As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.

Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.

Purpose of role

Marine Rescue Implementation team provides program support to progress the transition to an integrated statewide marine search and rescue volunteer capability and assists QFES with planning and delivering future integrated service outcomes. The team works closely with a wide range of stakeholders including the Australian Volunteer Coast Guard Association and Volunteer Marine Rescue Association Queensland to highlight complex issues, explore options and provide strategic advice for the development of an integrated volunteer marine search and rescue service within the department.

Reporting to the Executive Manager (Policy), you will be responsible for managing the implementation of a statewide fleet management plan and standards (including repairs/maintenance, replacement, and refit) of maritime assets, ensuring compliance with the Australian Maritime Safety Authority Act 1990 and Maritime Safety Queensland requirements. You will work with QFES staff, volunteers and stakeholders to provide fit for purpose products through effective design and specification requirements and efficient and cost-effective sourcing arrangements in accordance with QFES procedures and governance requirements.

- Experience and/or qualification in project management.
- Knowledge and/or experience in the marine industry sector and maritime safety requirements.
- Knowledge and/or experience in marine search and rescue vessel procurement planning and management.
- Experience working with volunteers.

Special requirements
- Capacity to work on night and weekends to suit a volunteer environment.

Your key accountabilities

Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:

- Manage the delivery of the statewide vessel replacement program, QFES vessel fleet management plan and standards using project management techniques, methodologies, and tools.
- Manage the implementation and review of best practice strategies, standards, and frameworks to enable statewide service provision of marine rescue fleet asset and maintenance programs.
- Manage sourcing and conduct costing, pricing and financial analysis services, including preparation of annual operating, capital budgets and forward estimates reporting for the life cycle of the fleet asset replacement plan.
- Manage complex projects of manufacture/supplier contractual design specifications, contract management and performance to ensure effective investment and realisation to support the fleet modernisation program.
- Develop and maintain professional and effective relationships, including effective negotiation with key stakeholders and vendors to ensure procurement services are responsive to current and future needs.
- Prepare and review complex reports, briefing notes, submissions, departmental and other correspondence, in accordance with departmental requirements.
- Provide research, analysis and reporting on information relevant to projects and represent QFES on various forums and meetings, managing liaison and coordination in the development of policies and procedures.
- Lead and manage a team and resources, through fostering a healthy and inclusive workplace, and managing human resource activities including developing of staff through performance, planning and review.
