
Principal Finance Officer

**Key accountabilities include**: - Maintain knowledge of and provide expert advice on relevant financial legislation, regulation, and government policies and procedures. Provide strategic advice to the Corporate Services Manager, Business and Governance Director, broader leadership team on efficient and effective financial management practices. Lead, develop and implement best practice processes (within a shared service arrangement and according to established timelines) to deliver HWQld's end-to-end financial processes, including annual and outyear budgeting, forecasting, accounts payable and receivable, corporate card reconciliation, asset management, internal and external financial reporting (including end of month variance analysis), and audited financial statements. Provide advice and reporting with regard to funding agreements, acquittal reporting, and impacts of recurrent and non-recurrent service delivery programs. Proactively and effectively communicate accurate and consistent financial advice and information to internal stakeholders, including actual against budget performance (variance), forecasting, and other financial performance indicators. Identify and deliver improvements in HWQld's finance capability and systems in alignment with contemporary practices and the legislative framework and ensure the maintenance and integrity of high quality budgetary and financial management, analysis, audit and reporting systems that are responsive to organisational needs and service outcomes. Develop and contribute to briefing notes, board and committee papers, presentations, documents, and correspondence on a range of complex financial business and process improvement activities, including the preparation of finance information for the HWQld Board and internal governance committees, the Annual Report and for the State Budget process, including Cabinet Budget Review Committee submissions, Service Delivery Statements, and the Estimates Committee briefs. Proactively liaise and consult with external stakeholders such as shared services (Corporate Administration Agency), Queensland Health, Queensland Treasury and the Queensland Audit Office and ensure the timely submission of financial information to such stakeholders as required. Mandatory qualifications/Professional registration/Other requirements
While not mandatory, it is highly desirable that the successful applicant holds a relevant higher degree qualification in Commerce, Business or Accounting and membership of the ICAA, CPA or other equivalent organisations.
