About us
The Independent Broad-based Anti-corruption Commission (IBAC) is an independent agency in the Victorian integrity and accountability system. This system aims to protect the integrity of the Victorian public sector and Victoria Police.
IBAC is responsible for preventing and exposing public sector corruption and police misconduct by: investigating corruption and police misconduct; and informing the public sector, police and the community about the risks and impacts of corruption and police misconduct, and ways in which it can be prevented. IBAC's jurisdiction covers state and local government, police, Parliament, and the judiciary.
About the role
As Commissioner of Victoria's anti-corruption and police oversight agency, the role demands the highest standards of ethical behaviour, including honesty, fairness, probity, transparency and accountability.
The Commissioner works closely with the CEO, Deputy Commissioners and the IBAC Executive team to deliver IBAC's mandate. The role is part of an effective and united executive leadership team, helping to drive organisational performance and build an organisational culture based on IBAC's values.
The key statutory accountabilities of this position include the exercise of duties, functions and powers that include:
- the assessment of complaints and notifications of corrupt conduct and police misconduct
- presiding at public and private examinations, and issuing relevant directions
- issuing, cancelling, or extending confidentiality notices
- referring complaints or notifications of suspected corrupt conduct for investigation by another person or body
- reporting to the Victorian Parliament and other IBAC oversight bodies (for example, the Victorian Inspectorate) in accordance with statutory requirements
Other accountabilities of the role include but are not limited to:
- Providing leadership: the Commissioner works with the CEO, Deputy Commissioners and Executive to promote a vision of what IBAC will achieve in line with its statutory functions and powers.
- Providing leadership to IBAC's workforce: whilst the Commissioner role does not have formal people management accountability, the Commissioner is expected to work with the CEO and Executive and other staff to ensure delivery of IBAC's legislative mandate and strategic and annual plans.
- Assisting to establish a productive culture: working with the CEO, Deputy Commissioners and Executive staff, the Commissioner is expected to assist in establishing a workplace culture that delivers by actively practicing and modelling values that contribute to a productive culture.
What we're looking for
**Demonstrated experience and exceptional capability in**:
- public sector leadership and management with a well-developed understanding of the operation of the public sector, public sector governance and accountability framework
- the conduct of inquiries, investigations and disciplinary matters associated with the public sector, including the police force
- establishing and maintaining sound relationships with a diverse range of stakeholders in a complex environment, while preserving independence and impartiality
- complex decision-making and systems thinking capacity
- integrity, ethical standards and judgement.
Mandatory qualifications
**Applicants for the role must be**:
- admitted to legal practice in an Australian state or territory, or enrolment as a legal practitioner of the High Court of Australia, for not less than five years; or
- a current or former judge of the High Court, Federal Court or Supreme Court of an Australian state or territory.
