NATURE AND SCOPE :
Under the direction of the ERSEA Manager, the ERSEA specialist is directly responsible for the administration, supervision, coordination, and organization of work related to the Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) of assigned program participants.
The ERSEA Specialist is responsible for ensuring the program complies with the ERSEA-related Head Start Performance Standards with the goal of attaining and maintaining full enrollment throughout the program year.
The ERSEA Specialist must support the program in developing clear policies and procedures reflective of the community served in collaboration with the ERSEA team.
RESPONSIBILITIES (including, but not limited to) :
Assist in developing, implementing, managing, and monitoring policies, procedures, work plans, and systems related to ERSEA to ensure compliance with federal regulations and to maintain full enrollment.
Review community assessment data, enrollment trends, and other relevant information to inform program design, recruitment strategies, and enrollment guidelines for Head Start and Early Head Start programs.
Support the development of the program's Enrollment and Recruitment Plan.
Create and maintain record-keeping and reporting policies for waitlists, enrollment, attendance, timelines, and procedures in accordance with federal requirements.
Monitor income verification and eligibility qualifications, ensuring data integrity in the ChildPlus database.
Ensure applications are complete, accurately entered, and timely processed.
Analyze enrollment data regularly, produce reports, and collaborate with staff to address any issues.
Monitor demographic data such as over-income and disability percentages to meet performance standards.
Collaborate with program staff to ensure data accuracy and integrity.
Develop and facilitate staff training on data quality and ERSEA policies.
Review family files, conduct monitoring visits, and develop corrective action plans as needed.
Promote daily attendance and data entry procedures through resources and outreach.
Maintain current enrollment forms and participate in developing recruitment strategies and outreach efforts.
Build community relationships to support enrollment and develop an effective recruitment plan.
Lead program-wide meetings and provide staff training on ERSEA policies and procedures.
Guide Family Service Assistants and Center Leadership in ERSEA responsibilities and evaluations.
Participate in agency-wide projects, including assessments, strategic planning, and professional development.
Develop and distribute ERSEA reports for monitoring and goal setting.
REQUIREMENTS :
Bachelor's Degree in non-profit administration, education, social work, family studies, human services, project management, or related field.
3+ years of Head Start or similar experience.
3+ years of supervisory or leadership experience in early childhood, non-profit, or social services.
Knowledge of Head Start Performance Standards, especially ERSEA-related standards.
Ability to work as part of a team and as a leader.
Experience developing and managing systems, policies, and databases.
Effective communication skills with diverse families and professionals.
Discretion in handling confidential information.
Proficiency in computer applications, including Microsoft Office and database management.
Excellent written and verbal communication skills, with ability to meet deadlines.
Training experience with groups of varying sizes.
Current enrollment in the Childcare Division – Criminal History Registry.
Valid Georgia Driver's License.
PREFERRED REQUIREMENTS :
Master's degree in related fields.
