The Queensland Fire Department (QFD) provides fire prevention, preparedness and response services to fire in the built and landscape environments, as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue, severe weather incidents, remote and swiftwater rescue, and provides a number of functions supporting community safety outcomes.
The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), as well as the broader department which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.
The QFD is an organisation that is focused on reframing the department's relationship with Aboriginal and Torres Strait Islander peoples, communities, and organisations through the Path to Treaty, Closing the Gap and building our cultural capability.
Conduct Investigations primary responsibility is to investigate, and case manage serious allegations in relation to the conduct of staff and volunteers. The team is also responsible for acting as the central liaison point for the Crime and Corruption Commission and the Queensland Ombudsman, and discharging QFD statutory obligations under the Crime and Corruption Act 2001, as well as overseeing the Public Interest Disclosure framework and fulfilling our obligations in line with relevant legislation and standards to ensure complaints are assessed and managed in accordance with departmental Management of Complaints policy and procedures.
Reporting to the Executive Manager, you will be a key member of the team, responsible for undertaking and case managing investigations into allegations of staff misconduct. You will play an important role in contributing to the development of strategic, innovative and proactive policies related to staff misconduct and ethical decision-making.
Highly desirable requirements
Successfully investigated and case managed investigations within a multi-disciplinary environment.
Recent experience in conducting government investigations.
Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:
Undertake and case manage sensitive and complex investigations into allegations of staff misconduct and breaches of policies and procedures, and ensure processes are undertaken in accordance with governance frameworks.
Provide high level advice on key conduct investigation processes, complaints management and compliance to support planning for risk identification, reporting and escalation.
Identify systemic issues arising from staff misconduct investigations and recommend strategies to resolve them.
Prepare complex reports, briefs and submissions, and respond to correspondence and enquiries in relation to investigations and ethical-related matters, in accordance with departmental requirements.
Participate in the development of strategic, innovative and proactive policies related to staff misconduct and ethical decision making and make recommendations for procedural or policy reforms.
Communicate, consult, negotiate and resolve conflicts effectively with all levels of internal and external stakeholders to ensure consideration of issues and delivery of positive outcomes for the department.
Participate as a team member in a collaborative environment, contributing to the development and delivery of integrity and ethical behaviour awareness programs, and resolve problems as they arise.
