**THE "URBAN, RESILIENCE AND LAND" (URL) GLOBAL PRACTICE (GPURL)**
Urbanization is the defining phenomenon of the 21st century and government investment priorities are shifting as a result. As cities grow, so does their exposure to natural disasters. Increasing population and wealth lead to an expansion in the quantity and value of the building stock and infrastructure. The risk that growing cities face may further be exacerbated by haphazard and unplanned development. Matters of land are core to effective urban development and relate to how communities, families, public and private sector get access to land and how their rights are administered, managed, and altered.
**UNIT CONTEXT**
**Job Duties and Responsibilities**:
The Urban Specialist's responsibilities will include, but will not be limited to the following:
- Support the day-to-day supervision of projects/programs and support the Task Team Leader in the management of projects/programs.
- Actively participate in regular missions under the leadership of the Task Team Leader and take responsibility to review and track the progress of project/program preparation and implementation. Interact with government representatives, support the project implementation units, and assist them in monitoring progress and reporting.
- Consolidate mission findings from team members, initiate technical discussions with the implementing agencies, and draft technical field notes, Aide Memoires, and management letters and update internal reports in the system; and up and support the implementation of agreed actions.
- Assist task teams in the inclusion of urban planning, urban resilience, DRM and climate change agendas in project design and implementation, as well in analytical work.
- Participate in the preparation of the implementation completion report (ICR) of projects/programs, effectively documenting their achievements and lessons learned.
- Contribute to briefing notes on sector and project issues, for CMU and GP management, to facilitate meetings with higher level officials.
- Help adapt global good practice to the local context and advise government counterparts and World Bank teams on matters related to green, resilient, and inclusive urban development.
- Supervise the work of consultants and technical specialists to ensure consistency and conformity to World Bank standards; evaluate studies and sector-related project documentation.
- Help to mobilize grants and manage Bank Executed Trust Fund (BETF) activities, including preparation and review of grant proposals, consultation on technical issues, preparation of progress reports, project briefings, disbursement reporting, and quality control of deliverables.
- Participate in professional development and knowledge sharing activities in the URL Global Practice and contribute specific knowledge both within the assigned countries and in the World Bank.
- Provide coaching and mentoring on-the-job to short-term consultants and extended term consultants.
- Co-lead and/or participate in task teams to prepare and supervise GPURL investment, Cat DDO/Development Policy Operations, and technical assistance programs.
- Support operational activities, including the preparation of project documents, aide-memoire, research and analysis on specific tasks, and support to project supervision.
- For select countries - participate in missions; liaise and coordinate with government counterparts, development partners and other stakeholders; provide technical inputs and guidance to counterparts on appropriate scope, technology, World Bank operational procedures, etc.; prepare terms of reference for project
- or sector-related work.
- Prepare and lead select analytical and advisory activities, including to develop new business opportunities relevant to GPURL.
- Contribute to sector and cross-sectoral engagements such as the Regional Partnership Framework for 9 Pacific Island Countries and other Country Partnership Frameworks.
- Provide cross-support on GPURL-related issues to other sectors as needed.
- Review and interpret data; screen relevant documents, prepare - under guidance of senior and lead specialists - reports and briefings to management and external agencies, help organize knowledge-sharing or consultation workshops with clients and sector stakeholders.
