Senior Engineer – Operational Control Systems (OCS) & Communications

We are seeking a capable professional to join our Operational Control Systems (OCS) & Communications team within our Design Review division. Reporting to the Engineering Manager – Data Network & Cyber Security, the Senior Engineer OCS & Communications is a key SME in real-time data networks and time-critical communications where timing, reliability, and precision are essential.
You will contribute to integrated engineering assurance processes and support operational safety, reliability, and performance through real-time systems underpinning the V/Line network.
About the Role
As the Senior Engineer, you will coordinate and oversee design review activities across multiple projects, ensuring compliance with V/Line standards and operational concepts. You will work at the intersection of engineering assurance and real-time communications to ensure our systems meet the demands of a high-integrity, time-sensitive rail environment.
Responsibilities
Coordinate V/Line and contract design review resources to meet design assurance demands.
Engage contractor design review resources to supplement internal V/Line capability as required.
Review OCS and Communications designs for compliance with V/Line SMS, Standards, and operational concepts.
Assess applications for derogation to V/Line standards in terms of safety, practicality, performance, reliability, and economic benefits.
Analyse and respond to requests for information and technical queries related to project works.
Contribute to the development and/or assessment of applications for Type Approval.
Input to the development of future projects through review of reference and concept designs.
Endorse Engineering Change Notices (ECN) and review as-built drawings.
Collaborate with the Office of the Chief Engineer, Alliance partners, third-party delivery teams, and government agencies.
Contribute to Corridor Wide Review Group activities.
About You
You are a capable professional with substantial OCS and Communications experience, particularly in real-time systems. You design and maintain high-stakes, high-performance communications environments and understand the urgency and complexity of time-critical systems. You have strong negotiation skills and can build effective relationships with diverse stakeholders, drawing on examples of delivering outcomes related to quality, function, timeframes, and cost.
Essential Requirements
Qualifications & Professional Credentials
Tertiary qualifications in a relevant Electrical Engineering discipline.
Must be a Registered Professional Engineer in Victoria (RPEV) in electrical engineering.
Capabilities
Demonstrated significant experience in engineering, construction management, and solutions for complex rail infrastructure or large construction projects.
V/Line design competencies in Control System and Communications at unsupervised practitioner level or equivalent.
In-depth knowledge of Train Control Systems, Communications, and/or Data Networks.
Experience with real-time, time-sensitive communications systems.
Strong organisational skills and ability to work within tight and often conflicting timeframes.
Ability to manage a broad range of matters affecting project planning, design, construction, cost and quality control.
Knowledge of V/Line and Victorian railway operations; experience designing and delivering railway projects is desirable.
Willingness and ability to travel for work, including occasional overnight stays.
Desirable
People management capabilities to delegate to and advise employee and contractor design reviewers.
Analytical capabilities to convey complex technical issues to diverse audiences.
Interpersonal skills to influence change and enhance performance in a cross-functional environment.
This role is a
Risk Category 3
position and will require safety assessments and a medical check.
