About RFQTS 16551 – Guided Weapons & Explosive Ordnance (GWEO) Group
TheGWEO Groupwithin theDepartment of Defenceis responsible for accelerating Australia's sovereign capability in the manufacturing and sustainment of guided weapons and munitions.
Under this RFQ, the GWEO Strategy & Plans Branch is seeking advanced practitioners to support thecost modelling, assurance, and analysisof capability investment proposals.
This includes supporting assessments on feasibility, affordability, and value-for-money across various project and program options.
As a key contributor, you will help shape strategic funding decisions that will define Australia's Defence readiness for decades to come.
Position Overview
Title:Project Cost Estimation Analyst – Level 3 (Advanced Practitioner)
Engagement Type:Full-time Contract (via DSS Standing Offer Deed)
Initial Term:12 Months / 230 Days
Extension:Additional 12 months (for one contractor) based on performance and discretion
Location:Brindabella Business Park, Canberra Airport, ACT (on-site)
Clearance:NV1 required– Baseline not sufficient.
ITAR restrictions apply.
Key Responsibilities
Cost Estimation & Modelling
Develop complex cost estimation models using Defence-endorsed tools such as:
CCT (Cost Capability Tool)
ACEIT (Automated Cost Estimating Integrated Tools)
TruePlanning
Perform comprehensive risk and uncertainty analysis.
Establish initial cost baselines for new proposals aligned with GWEO capability gaps.
Update and refine existing cost models to reflect changing project scopes or revised inputs.
Cost Assurance & Analytical Reporting
Deliver objective, independent cost assurance on Defence project models and proposals.
Evaluate cost models for:
Methodological credibility
Data completeness
Cost accuracy and traceability
Prepare and present detailed reports and briefings to support senior decision-makers.
Knowledge Sharing & Mentorship
Provide ongoing mentoring to Australian Public Service (APS) staff within the GWEO team.
Support development of in-house cost modelling capabilities.
Review APS-developed models and offer constructive feedback.
Assist in data assessment, maturity evaluation, and extraction for modelling inputs.
Stakeholder Engagement & Communication
Work collaboratively with capability managers, finance teams, and Defence stakeholders.
Present findings to senior stakeholders with clarity and technical precision.
Participate in workshops, validation sessions, and assurance reviews.
Required Skills & Experience
Demonstrated expertise using CCT, ACEIT, and/or TruePlanning
Proven experience inTotal Cost of Ownership (TCO)estimation
Deep understanding ofDefence project cost modelling and assurance
Prior experience in Defence, National Security, or large-scale government capability programs
Familiarity with Defence cost frameworks and capability assessment processes
Strong communication and presentation skills – both written and verbal
Demonstrated ability to coach, mentor, and upskill team members
Excellent stakeholder engagement and interpersonal abilities
Ability to work on-site in a secure environment at Brindabella Business Park
Must hold acurrent NV1 clearance(or higher)

Cost Estimation Models– New and revised models, aligned with endorsed methodologies
Assurance Reports & Briefings– Objective, data-driven reporting for leadership teams
Mentorship Outcomes– Documented training, review notes, and staff development
Stakeholder Collaboration– Accurate and validated assumptions with cross-team consensus
Performance Indicators
Model Accuracy– Deliver high-integrity models with transparent methodologies
?Timeliness– Provide deliverables within agreed timeframes and with agility
Report Quality– Clarity, precision, and utility for Defence investment decisions
Collaboration– Effective APS engagement and support throughout the engagement
Engagement Conditions
Must comply with the Commonwealth Supplier Code of Conduct
Must report any significant events that affect professional reputation or authorisation
Must comply with Defence and Commonwealth security, ethics, and conduct policies
Personnel unable to access ITAR-controlled data are not eligible for this opportunity
