**Overview for the expectation for the role**:

- We are looking for a contractor that has strong skills in project management knowledge and project delivery (ideally in a transport or civil construction environment) coupled with strong experience in learning and development (ideally in project management courses/disciplines) and contract management of training suppliers.
- We seeking a Contractor to lead the analysis, development and implementation of project management capability development approaches, strategies, plans, support tools and services.
- The Contractor will also develop and deliver the annual Project Management Training Program through working with suppliers and the business to ensure equitable distribution of work across suppliers, within each category.
- Also delivering ad hoc training services through effective course administration, advertising, and communication services.

**Role Duties**:

- exercise your keen relationship and collaborative skills to integrate OnQ with associated portfolio, program, and governance methods to deliver successful QTRIP and corporate programs of work outcomes.
- exercise your keen relationship and collaborative skills to integrate OnQ project manager and team member learning and development strategies, plans and activities with Learning and Development strategy, plans and operating environment.
- manage a Standing Offering Agreement (SOA) to deliver project manager and team member capability improvements using your project management and learning and development experience to ensure and guide delivery of quality outcomes.
- Support project managers by assisting with the resolution of complex issues and promoting best practices.

**Role Accountabilities**

- Lead in the development and maintenance of the statewide OnQ Project Management policy, method, and its integration with other methods
- Lead the analysis, development and implementation of capability development approaches, strategies, plans, support tools and services for statewide project management and relevant supporting functions and activities
- Lead and manage a small team in effective cost centre management, contract management, quality control, and reporting of the SOA Learning and Development - Project Management Capability Uplift agreement
- Develop and deliver the annual Project Management Training Program and ad hoc training services by providing effective course administration, advertising and communication services
- Guide and support divisions in their efforts to improve project management capability development.
- Support strategic leadership and guidance to project management capability developments within TMR.
- Lead the Learning Strategy component on Project Management Capability Development.
- Promote best practice organisational project management and a culture of learning and continuous improvement.
- Evaluate project management learning and development needs through a number of high level as well as operational level needs analysis covering areas such as: (1) Training, (2) Project Management Methodology, and (3) Project Officer/Manager skills in order to analyse, determine and action means to improve and mature Project Management, and develop training materials aligned with organisational project management principles and practices.
- Provide specialist advice to divisions and units on the requirements, selection and development of specific project management capability initiatives and training programs.
- Manage the design and development of content for project and program management capability courses including (but not limited to):

- Online Accelerate compliant design elements
- Coordinating the preparation of textual input and other items for inclusion in the training packages from Subject Matter Experts
- Preparing input for a range of OnQ and corporate documents relating to project management
- Liaise with delivery areas and other customers in relation to learning and development needs.
- Maintain Learning and Development resources
- Work both autonomously and collaboratively as part of a team to ensure relevant team objectives are achieved.
- Actively participate in performance conversations to build and support a culture of performance improvement.
