**Who is the National Heavy Vehicle Regulator?**
The National Heavy Vehicle Regulator (NHVR) commenced operations in 2013 as a national entity responsible for
regulating all vehicles in Australia over 4.5 tonnes gross vehicle mass. Located in Brisbane, the NHVR minimises the
compliance burden on the heavy vehicle transport industry, reduces duplication and inconsistencies across state and
territory borders, and ultimately for the heavy vehicle business with government in Australia.

**Environment**
Through leadership and influence, the NHVR administers a national system that delivers consistent and streamlined
regulatory services and administration to the Australian heavy vehicle road transport sector, reducing regulatory burden
whilst enabling greater safety and productivity.
The Regulatory Policy & Standards Division sets regulatory strategy, policy, and standards, setting desired outcomes.
From this, standards are determined and subsequently delivered through operational activities to allow NHVR outcomes
to be achieved. The function also undertakes assurance activities to ensure the continuous improvement of the
regulatory program to enhance the safety and productivity of the Industry.
**Primary Objectives**
Provide leadership on fatigue management and human factors strategy, policy and business services through the
effective development and implementation of systems that enable the achievement of the NHVR's strategic safety
agenda. Drive and coordinate the NHVR's strategic projects and transport related reforms relating to safety standards
and assurance for driver fatigue and human factors and inform the NHVR's decision making and future directions.
**Key Responsibilities/Accountabilities**
- Develop and oversee the ongoing policy program related to heavy vehicle driver fatigue and human factors to
support improved road safety outcomes.
- Provide expert and authoritative advice to the NHVR and other stakeholders on fatigue related safety issues and
management of HVNL regulatory requirements.
- Take a proactive approach to identify the trends and emerging issues related to heavy vehicle fatigue, including the
role of human factors in delivering improved safety outcomes.
- Provide support and input to strategic safety projects that help reduce the prevalence of fatigue incidents.
- Represent the NHVR in a variety of work and reference groups, including but not limited to those associated with
reviews and maintenance of the Heavy Vehicle National Law and the Austroads Road Safety Taskforce.
- Provide or enable timely and effective responses and feedback to individual stakeholders that contact the NHVR
with specific fatigue risk management or fatigue related HVNL compliance questions or issues.
- Establish and maintain strong relationships and liaise with key stakeholders, other government entities, non
- government agencies and external organisations relevant to the successful delivery of the NHVR's initiatives.
- Adhere to all NHVR policies and procedures to ensure compliance with NHVR internal processes.
- Comply with WH&S policies and procedures and contribute and promote a safe and healthy work environment.
**Skills and Capabilities**
- Demonstrates a high level of professional expert knowledge in work related fatigue, particularly relating to driving
and/or shift work.
