Scheme Governance And Risk Manager

**Role Purpose**

As the (BPAY OpCo) Scheme Governance and Risk Manager within BPAY Scheme Management, this role is empowered to drive the success of BPAY Scheme Governance and Risk.

Reporting to the General Manager BPAY Scheme Management,
- this role has full managerial responsibility for BPAY Scheme Governance and Risk, ensuring that the related capabilities and lower-level functional processes are effective and 'best practice'.
- The role is responsible for developing, implementing, communicating, executing and maintaining frameworks that support the BPAY Scheme Governance and Risk functions required to manage the BPAY Scheme.
- his role will be empowered to make recommendations regarding the Scheme Governance and Risk capability and lower-level functional processes as applicable within the context of the approved Scheme Management strategy.
- The Scheme Governance and Risk Manager will work closely with other members of the BPAY Leadership Team and Scheme Management Team

**Key Responsibilities**

**Governance**:

- be accountable for the development, maintenance, and continual improvement of:

- relevant Scheme analytics (e.g. risk, non-compliance, fraud reporting) which support decision making across the Scheme Governance Committees and internal stakeholders
- Administrative co-ordination of the Management Committee, Risk and Compliance Subcommittee and (as required) adhoc committees which support the committees' deliver on their objectives and:

- facilitate the Risk and Compliance and Fraud Sub Committees
- be actively involved in the Product Committee, acting as a conduit into the Risk and Compliance Committee
- Monitoring and assessment of Committee performance and recommending areas to improve the effectiveness

**Risk Management** - be accountable for the development, maintenance and continual improvement of:

- systems and processes to identify, assess and report on the status of risks to the Scheme on an ongoing basis, ensuring that Scheme risks are being effectively controlled
- programs to increase knowledge across the Scheme, including internal teams to ensure risk is considered and understood in all Scheme matters.

- perform the role of risk champion to increase knowledge and disciplines across Scheme Management and Operations and Line 1 risk management practices at a Scheme level and where applicable, corporate level

**Fraud Management -** be accountable for the development, maintenance and continual improvement of:

- systems and processes which are focused on ensuring fraud is kept within acceptable levels and does not result in reputational damage to the BPAY Scheme and product set e.g., monitor, track, report, and address members / billers exceeding the acceptable fraud thresholds
- communication and engagement protocols to ensure stakeholder groups across BPAY eco system are kept up to date and well informed of Fraud

**Compliance Management** - be accountable for the development, maintenance and continual improvement of:

- systems and processes which are focused on continually improving adherence to BPAY Rules and Procedures, e.g.,monitor, track, report, and address member non-compliance matters
- programs to increase knowledge and awareness of Scheme compliance obligations with key internal and external stakeholder groups
- engagement protocols to ensure stakeholder groups across BPAY eco system are kept up to date and well informed on Scheme matters, including compliance obligations as they relate to new product / service enhancements

**Member Management** - be accountable for the development, maintenance and continual improvement of:

- systems and processes to ensure key member management lifecycle processes are managed and followed well, ensuring no impact on members

**People Management**
- Contribute to the negotiation of priorities and influence decision-making to ensure that core governance, risk, and compliance business activities are supported and successful while modeling organisational values and behaviours
