About the OrganisationThe Department of Transport & Planning (DTP) takes an integrated approach to place-based development, delivery, and community outcomes. DTP is responsible for end-to-end oversight of Victoria's transport infrastructure, operations, and land use planning strategy. DTP is focused on outcomes that deliver more choice, connections and confidence in the whole transport network working as one to deliver better services and outcomes.Network Design and Integration is a Group within the Assets and Engineering Division of DTP and is responsible for the delivery of transport priorities through the development, delivery, and maintenance of an integrated pipeline of projects, supporting the Major Transport Infrastructure Program, and to plan Victoria's rail network.
Role Purpose
This role will lead and be accountable for teams delivering the Assets & Engineering (A&E) Management System Assurance which includes the Asset Management Accountability Framework (AMAF) for the whole of DTP; the Victorian Government's policy framework for asset management. Working in partnership with A&E Directors, the role will develop and support new and improved A&E processes and systems. Specifically, this will include developing and maintaining the A&E Business Management System which will incorporate the Engineering and Asset policies, procedures, and supporting tools. The role will also oversee the development and improvement of asset management system artefacts such as the asset management strategy.
The role will also lead the A&E Improvement Program and accordingly will implement the Department's A&E approach to continuous improvement and capability building, delivered through a range of high Value initiatives and projects. As part of this responsibility, the role is championing A&E's change management approach and supporting streamlined communication from A&E to stakeholders.
The role will be required to interact and communicate across the whole of the Department, ensuring A&E is aligned with the whole of Department toward an established business management system. The role will also lead a team who interact and communicate with external stakeholders in relation to the Department of Treasury and Finance's Asset Management Accountability Framework (AMAF).
About you
- Demonstrable strategic executive leadership experience
- A background capability in Project Management and project delivery thinking
- Extensive experience in engineering management and asset management
- Proven ability to build enduring relationships with key external stakeholders through influencing, advocacy and negotiation. Well-developed verbal and written communication skills
- A systems thinker; can evaluate existing processes and systems and redesign processes to drive new ways to deliver better outcomes. Will have a continuous improvement mindset. A strong collaborator, you can build a cooperative culture within you team, across the organisation and will grow and develop others
- Results oriented, your focus includes driving high quality assets and engineering management systems performance to deliver better outcomes for Victorians
- Technical acumen - you understand the big picture and have an ability to work through the technical detail of the whole of asset life cycle and supporting systems. Transport networks or similar scale infrastructure networks experience is required

Mandatory
- Tertiary qualifications in engineering, asset management, business management or equivalent qualification
Desirable
- Demonstrated experience in Quality Management Systems ISO9001- Demonstrated experience in Project Management and Change Management
