About us
As a department our purpose is to help the community to prevent, prepare for, respond to and recover from the impact of fire and emergency events.
Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.
QFES is one department with many services, many capabilities and many partners.
Purpose of role
Marine Rescue Implementation team provides program support to progress the transition to an integrated statewide marine search and rescue volunteer capability and assists QFES with planning and delivering future integrated service outcomes. The team works closely with a wide range of stakeholders including the Australian Volunteer Coast Guard Association and Volunteer Marine Rescue Association Queensland to highlight complex issues, explore options and provide strategic advice for the development of an integrated volunteer marine search and rescue service within the department.
Reporting to the Executive Manager [Capability and Performance], you will be responsible for managing policy development and coordinating the development, implementation of, and reporting on major projects, including analyse performance information to achieve strategic program initiatives. You will provide evidence-based policy advice and support on strategic policy and legislation issues though: undertaking research; liaising with stakeholders; drafting briefs, submissions and correspondence; working with the program team and other stakeholders to develop policy and procedures, and supporting frameworks in the delivery of the new integrated marine rescue service.

- Experience in developing new doctrine (policies, procedures, instructions) in a state government environment or qualifications in a related discipline.
- Demonstrated collaborative working style to produce tangible outputs efficiently, with ability to develop productive working relationships with colleagues.
- Experience working in a fast-paced program or project environment.
Special requirements
- Capacity to work on night and weekends to suit a volunteer environment.
Your key accountabilities
Your part in the ongoing success of the Program, in supporting frontline services will see you responsible for a variety of work, including, but not limited to:
- Lead and manage a small team, provide direction, and monitor progress of projects and programs that contribute to meeting the policy, doctrine and other resource needs of the marine rescue implementation program.
- Provide high level advice in relation to issues effecting relevant policy and procedures, and provide options to ensure effective decision making and the department meets its legislative obligation.
- Undertake research and analysis in the development, implementation, overview and evaluation of strategic projects that contribute to review of policy, procedures and doctrine. and ensure documentation meets quality assurance standards.
- Conduct analysis of government policy and legislation, identify potential risks and issues, and develop innovative strategies and solutions that support quality business outcomes and continuous improvement.
- Develop and maintain effective relationships with key internal and external stakeholders to ensure the needs and issues identified are appropriately reflected in policy, procedures and program resources.
- Prepare and review complex reports, briefs, submissions, correspondence relating to policy and legislative issues and project deliverables, in accordance with department requirements.
- Represent the department on committees and working groups in the development of programs, projects and policies to ensure the department's policy views are represented accurately.
- Promote and support a teamwork approach, the achievement of outcomes, and ensure the effective delivery of services through the efficient management of human, financial and capital resources.
