About The Team
The Financial and Shared Services Branch (FSSB) is responsible for the department's financial functions and the delivery of Shared Services functions to our client agencies.
The Shared Services Hub (the Hub) was established in 2017 to support the Whole of Australian Government shared services initiative, with the purpose of delivering common services to other agencies, driving efficiencies across the Australian Public Service (APS) through increased scale and adoption of a best practice approach. Through the Hub, the department is one of several Government agencies that provide a shared services arrangement across the Commonwealth.
The Hub plays a critical role in the management and delivery of payroll functions and financial systems administration functions for its client agencies.
The opportunity
The Payroll Delivery team provides payroll services to government agencies as part of the whole-of-government shared services program. The team is made up of several smaller pay teams, each led by an Assistant Manager (EL1) and a Team Leader (APS6). Each team supports different client agencies to ensure payroll services are delivered effectively and efficiently.
Working in this team offers a unique chance to be part of innovative service delivery, including improvements to systems and processes. It also provides opportunities to collaborate across the public sector. The team is one of the largest payroll providers in Australia and uses the Aurion system.
Reporting to the Payroll Manager, the Assistant Manager is responsible for developing and leading a team of Payroll Officers to deliver accurate and efficient payroll services in alignment with service level agreements negotiated with each client agency.
The role involves solving complex issues and providing specialist advice on relevant legislation to client agencies with a strong focus on delivering a positive client experience. This position requires sound judgement, leadership skills and ability to manage a diverse network of stakeholders.

What you will do
As An Assistant Manager You Will
- Lead a team to deliver the payroll service for a cohort of 4-5 client agencies.
- Provide clear direction and purpose to the team to help them understand their role and how they contribute to the Hub's key objectives.
- Understand and apply knowledge of how payroll contributes to the Chief Financial Officer Division's (CFOD) broader financial strategy.
- Provide expert advice on relevant APS legislation, terms and conditions and policies and procedures.
- Monitor and stay up to date with legislative, and policy changes that may affect payroll operations.
- Proactively identify and respond to client needs, ensuring high-quality service and stakeholder satisfaction.
- Resolve complex issues in partnership with client agencies as well internal and external stakeholders.
- Manage payroll related projects from initiation to completion, coordinating with internal and external stakeholders to meet deadlines and deliver outcomes.
- Use data and analytics to inform decision-making and present insights to stakeholders at all levels
- Support your manager in identifying and responding to the evolving strategic environment within Shared Services and CFO Division more broadly.
- Regularly review team performance and identify opportunities for continuous improvement.
Eligibility
To be eligible for employment in the APS and the department, candidates must be Australian Citizens.
Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.
