The Closing the Gap Priority Reform 4 (PR4) Program, within NSW Department of Customer Service (DCS), is currently looking for a Secretariat and Governance Manager to join their team

 About Us

Between the Department of Customer Service (DCS) will work in partnership with Aboriginal Affairs (AANSW) and NSW Coalition of Aboriginal Peak Organisations (NSW CAPO) to deliver the Closing the Gap (CTG) Priority Reform Four (PR4) implementation and Aboriginal Data Sovereignty reform development work program (PR4 Program). DCS will work with all NSW Government agencies on key implementation actions on behalf of the partnership, to improve shared access to and shared decision-making regarding NSW Government-held data for Aboriginal communities.

 Primary purpose of the role:

The Secretariat and Governance Manager is responsible for delivering high-quality secretariat services and strategic support to a wide range of senior executive committees, governance meetings and Closing the Gap shared decision-making forums. These forums, supported by resourced secretariats from both Aboriginal community and government partners, are tasked with collaboratively developing action plans focused on enhancing data collection to improve quality and relevance of government-held data. The role will lead the delivery of several shared decision-making forums across the sector that bring together government and community partners on data-related priorities.

Your responsibilities will include:

  • Establish, in partnership with Aboriginal communities, 6 operational shared decision-making Forums across NSW Government that prioritises the improvement of data quality and sense making of government held data that is of priority to Aboriginal peoples
  •  Lead and oversee the establishment of appropriate governance, project development, workplans, implementation and monitoring of shared decision-making forums across NSW Government
  •  Provide high quality secretarial support to a wide range of senior executive committees, governance meetings, and shared decision-making forums
  •  Lead engagement with diverse government stakeholders and community partners, negotiate and influence outcomes, manage issues and awareness and trust in the team to ensure service delivery outcomes are achieved
  •  Prepare and critically analyse complex policy documents, project proposals, operational plans or proposed initiatives to inform effective decision making
  •  Manage a team to provide whole-of-government advice, guidance and support on meeting key deliverables under Priority Reform 4.

 About you:

  • Demonstrated experience in delivering or managing one or more of the following: data policy and reform, data governance, or the governance and use of data to develop and evaluate policy or programs that seek to improve government services and better meet community needs
  •  Experience working with Aboriginal communities and organisations, or in partnerships that involve government and non-government partners, and in delivering high quality policy, program or service outcomes that meet the needs impacting Aboriginal and Torres Strait Islander peoples
  •  Demonstrated ability to lead teams and manage complex projects with multiple stakeholders.
  •  Excellent communication and stakeholder engagement skills, with the ability to translate complex concepts into actionable strategies and advice for both government and community partners.
  •  Commitment to innovation, collaboration, and continuous improvement in public sector reform, in particular to progress the operationalisation of Aboriginal Data Sovereignty and Governance principles in NSW.
