Job Details

The Department of the Prime Minister and Cabinet (PM&C) requires a Technical Release Manager to establish and lead the release management function.

The successful candidate will design and implement the departments release management strategy, define branching and versioning standards, and chair the Change Authority Board (CAB) to ensure controlled, auditable releases across multiple environments.

The role will work closely with Project Delivery, Architecture, Security, and Infrastructure teams to manage release dependencies, reduce risk, and maintain consistent deployment cadence.

Key Duties and Responsibilities
  • Develop and implement a program-level Release Management Strategy, including release frequency, risk classification, approval workflows, and rollback plans.

  • Define and maintain branching and versioning standards aligned with development and deployment pipelines.

  • Establish, chair, and manage the Change Authority Board (CAB), ensuring appropriate risk assessment, change readiness, and governance.

  • Maintain the Forward Schedule of Changes (FSoC) and manage communication of release dependencies and conflicts.

  • Coordinate deployment readiness across development, testing, pre-production, and production environments.

  • Drive automation and continuous improvement of release processes using CI/CD tools such as Azure DevOps, GitHub Actions, or Jenkins.

  • Produce and maintain release artefacts including dashboards, metrics, and post-implementation reviews.

Selection Criteria

Essential Criteria
  1. Demonstrated experience leading release management for large-scale ICT transformation or cloud migration programs.

  2. Deep understanding of Git branching strategies, semantic versioning, and CI/CD pipeline orchestration.

  3. Proven experience implementing structured change and release governance (ITIL-aligned preferred).

  4. Strong stakeholder engagement and communication skills, including the ability to chair governance forums.

  5. Proficiency with Azure DevOps, ServiceNow, or similar toolsets.

Desirable Criteria
  1. Experience managing releases in hybrid or secure network environments.

  2. Familiarity with application migration from on-premises to cloud platforms.
