Primary objective

The Service Development Officer works with other branch staff and external organisations to build Mental Health Alcohol

and Other Drugs Service capacity across the Northern Territory (NT), and is responsible for reviewing, assessing and making

recommendations for funding of service providers.

Key duties and responsibilities

1. Work in effective collaborative partnerships and alliances with Mental Health, Alcohol and Other Drugs (MHAOD)

service providers, service development areas, stakeholders and the broader community to develop services for clients

with MHAOD issues across the NT.

  1. Contribute to improving financial and performance accountability and reporting, grant management and value for

money across external service providers contracted to deliver MHAOD services in the NT.

  1. Develop, implement, monitor and review service agreements between NT Health and external MHAOD service

providers in an evolving environment.

  1. Follow defined service quality standards, work health and safety policies and procedures relating to the work being

undertaken in order to ensure high quality, safe services and workplaces.

Selection criteria

Essential

1. Well-developed knowledge of MHAOD program and service models and strategies including service requirements and

standards.

2. Strong cross-cultural skills particularly in relation to interacting with Aboriginal people with sensitivity and respect.

3. Knowledge of contemporary contract and grant management principles, systems and techniques including risk

assessment and reporting principles.

4. Knowledge of contemporary approaches to service evaluation and commissioning cycles

5. Well-developed oral and written communication, with demonstrated ability to produce high-level briefings, reports and

correspondence.

6. Proven ability to develop and maintain strong relationships with a range of stakeholders and work collaboratively to

resolve complex issues in an innovative way and to manage politically sensitive and confidential matters.

Desirable

1. Well-developed experience with computer systems and software relevant for procurement and contracting, such as

excel and databases.

2. Experience in a customer service environment, with the ability to respond to complaints and enquiries.
